For the purposes of the NOPEC <br />Aggcegation !'rogram this will rnean that all eligiblc customers within the borders of a meniher <br />cvmmunity, and all new customers in a member community, shal] be eligible for service frorn the <br />contracteri supplicr under the terms and eunditions of the Stipply Cantract. <br />2.5.2 R$tes <br />Under PUC:O orders, the local distribution company assigns the customer classificaiion <br />and conesponding character of, senrice and associated regulated rates. I'hesc ratcs include a <br />manthly customcr charge, a distribution chargc, a transniissian charge, and an aecess charge. <br />Although NOPEC may participate in regulatory proceedings and represent the interests of <br />consumcrs rc;garding these regulated rates, it will nat assign or alter existing customer <br />classificatiosis witho?it the approval of the PUCO. <br />7he focus of the NpPEC Aggregatian Program, as noted abave, will bc acquisition of <br />cvmpetitive prices and terrns for power supply. The priccs will be set through a cornpecitive <br />request for pTOposats a.-id eontract and negotiation process, and witl be indicated on the consumer <br />bill as the "gcneration charge". C3hio law (Ohio Rcvised Code sectian 4928.07) requires that a <br />government aggregator separately price competitive retail cleetric services and that the prices be <br />itemized on tlic bill of a custamer or otherwise disclosed to the custarner. The ger.eration cliargc <br />for each eustorner class, or any customer grouping by load factvr or other appropriate pricing <br />eategory, is expecteci ta be lower than the standazd ot'fer generation charge. Ali Supplier charges <br />to the customer wit; he fully and prominenily disclosed undcr the notificatiQn praeess. <br />2.5.3 Costs To Consumers <br />Constimcr bills will reflect all charges far the administrative costs of the Aggregatior? <br />Program. As noted in seetion 2.3. the prograrn is expected to be funded by a kiiowatt hour <br />ehar$e of iess thaa one mill (less than one tcnth of ore cent) per kilowatt haur.
