Eligible consuniers <br />shall ba notified of the Aggrcgation Program and tcrrns and conditians of participation prior to <br />initiation of services and be provided an opportunity to "opt-aut" at no cost during a 20 day <br />period specificd in the terms and canditions of the Supply Cantract(s). (See section 2.4.1 be10w <br />for dctaiis of the nofsficatian and opt-out process.) During this 20 day pcriod consumers may <br />choose another competing supplier, or standard offer service fram their local diatribution <br />eompany. Participating conswners will be givcn the vpporiunity every two years after the <br />initiation of service to opt-oat, Participating consumers who ckoose to opt-out of the <br />Aggrcgatian Pragram after the iniiia] 20 day period, but prior ta the ncxt two-ycar apt-out <br />opportanity, may facc an cxit eharge which wilt be described in the opt-out natification. <br />Cansumcrs wha relocatc to a NOPEC member rommunity (including those who move from a <br />member cammur.ity) and are new cleettic customers may partieipate in the program at the <br />existing pzice anci tcrms offered for that customer class, or other terms spccif ed undcr the Supply <br />Contract. Such ne,v eleetric eonsumer can also choose to opt-out of the Ageregation Program at <br />no chargc during the initial 20 day period after the relocation and at subsequent opt-out pcriods <br />every two years. <br />New meraber communities may atso join the NOPEC Aggregation Yrogram under prices <br />and terms contained in an exisiing Supply Contract, however such pciees may be higher than for <br />tlivse cvmmunities which have jaincd at the ouiset of the contract. Each member community <br />will also have the opporlunity to cancei its membership in NOPEC on an annual basis. <br />2.4.1 Notification af Cansumcrs <br />Prior to initiation of service, all eligibie eonsumers shali bc notified of the opt-out terms. <br />The pmcess of notification shall be as follows: <br />(1) a segarate mailing; <br />(2) newspaper notices; <br />(3) public scrvice announcements; and <br />(4) posting of prominent notice in the local govemment office huilding in each <br />mCRlher COtritnu111ty. <br />Prior to enrollmentt this notification shall be mailed in a timely manner for receipt by <br />consurne:rs pnor to their start•of-service day. The opt-out period shall be 20 days.
