Rescheduling of the Bidding Process <br />If the leasing recommendation is accepted and then authorized by legislation <br />passed by City Council, then it is recommended to postpone the bidding for acquisition of <br />a dewatering centrifuge for the plant. Authorization to proceed with the bidding process <br />was given by the City Council passage of Ordinance 99-68 on July 5, 1999. <br />The original schedule of the 2000 Dewatering Centrifuge Project was based on <br />conipleting on-site pilot testing during the summer months of 2000. The goals of the <br />original schedule were: <br />1. to demonstrate that offsite odors would be almost, if not, entirely eliminated <br />by abandoning the thermal conditioning/vacuum filtration dewatering unit <br />process equipment with a dewatering centrifuge unit process; <br />2. to have a dewatering centrifuge fully operational by the end of 2000; and <br />3. to generate firm operating cost data for preparation of the 2001 Wastewater <br />Division Budget Authorization based on completion of the biological <br />selection and the dewatering centrifuge efforts. <br />With a recommended three (3) month lease, the first and third goals of the 2000 <br />Dewatering Centrifuge would be met. The only goal that would not be met would be the <br />second goal (i.e. to have a dewatering centrifuge fully operational by the end of 2000). <br />However, the recommended lease would provide benefits to the City that would <br />outweigh the four (4) month delay in acquiring a fully operational dewatering centrifuge <br />unit process. The benefits of the recommended lease are as follows: <br />l. the recommended lease represents essentially a three (3) month pilot test of a <br />complete high speed, high solids, solid bowl dewatering centrifuge system <br />(as presently written, the technical specifications for the 2000 Dewatering <br />
