<br />Ralph Bohlmann <br />Centrifuge Project would require bidders to operate their portable high <br />speed, high solids, solid bowl dewatering centrifuge system for eight (8) hours <br />per day for frve (S) consecutive days); <br />2. the recommended lease would provide a portable complete high speed, high <br />solids, solid bowl dewatering centrifuge system having a slightly larger <br />capacity than the system contained in the technical specificattons for the 2000 <br />Dewatering Centrifuge Project (by using a slightly larger system for three (3) <br />consecutive months, the short term and long term sizing of the machine could <br />be precisely determined); and <br />3. the recommended lease would provide the plant maintenance and operating <br />staffs with continuous, hands on experience in the operation of a portable <br />complete high speed, high solids, solid bowl dewatering centrifuge system, <br />thereby improving the observations of the staffs during the future pilot tests <br />under the technical specifications for the 2000 Dewatering Centrifuge Project. <br />If the recommended lease is undertaken, then the 2000 Dewatering Centrifuge <br />Project schedule would be adjusted as follows: <br />? <br />July 10, 2000 <br />Page 5 <br />Action Ori 'nal Dates Revised Dates <br />Completion of Design Services October 2000 December 2000 <br />Bidding Process July 2000 October 2000 <br />Construction of Temporary Piping September 2000 Not needed <br />Construction of Permanent Piping June 2001 December 2000 <br />Installation of a Centrifu e November 2000 March 2001 <br />Expected Reduction in 2000 Plant Operating Expenditures <br />The recommended lease will allow for precise quantification of the reduction in <br />the long term operating costs of the plant. In doing so, the recommended lease will also <br />demonstrate that a major and costly ($5 to 7 million) capital improvement to the thermal <br />conditioning unit process and the Odor Group B/C equipment is need not be undertaken. <br />It is expected that this lease recommendation will reduce the 2000 operating <br />expenditures by $72,500. The following table presents a breakdown of the probable <br />operating cost reduction during the three (3) month leasing period: <br />Budset Line Item I Three Month Cost <br />Plant Overtime Labor $22,500 <br />Utilities - East Ohio Gas $35,000 <br />Utilities - CEI $9,000 <br />Chemicals - Odor Grou B/C $6,000 <br />TOTAL <br />
