Mr. Sbardella is also experienced in all aspects of the design and <br />construction of belt filter presses, centrifuges, pumps, and sludge disposal systems. He has a thorough <br />working knowledge of scheduling and estimating systems. <br />EXPERIENCE: <br />Served as senior resident representative for the construction of upgrades and expansion of the <br />309-mgd Blue Plains advanced wastewater treatment plant in Washington, D.C. Provided <br />construction inspection, change order negotiations, schedule coordination, and claims avoidance <br />oversight for dual-purpose sedimentation basins, a centrifuge dewatering facility, a dewatered <br />sludge loading facility, and new multi-media filters. <br />Serving as construction manager for a$10 million engineering program management contract at <br />the Blue Plains wastewater treatment plant in Washington, D.C. Managing a multiyear <br />construction program for new and upgraded facilities, including primary, secondary, nitrification, <br />and tertiary treatment facilities and all aspects of the solids process removal facilities. Preparing <br />and maintaining an overall program schedule, assisting the client with the prepazation of EPA <br />grant applications for each project, assisting the client with the selection of design firms and <br />negotiations, preparing constructibility review of all projects prior to bidding, and supervising a <br />staff of resident inspectors during construction. <br />Served as lead cost and scheduling engineer for a rehabilitation program for the Puerto Rico <br />Aqueduct and Sewer Authority. Managed the scheduling group's activities for the design, <br />procurement, and construction of 80 wastewater treatment plants across the island. <br />Served as deputy construction manager for three large wastewater treatment plants in Puerto <br />Rico.
