A request sha.ll not be deemed to be made unless it is complete in all respects, and <br />such request may be conclusively relied on by the City that is the subject of such request, and the <br />Clerk. <br />(b) The Clerk shall give such advance notification under this section by written <br />norification, or by oral notification, or both, as the Clerk determines. <br />6 <br />i
