If there are no qualified applicants from the next lower classification, the <br />applicants in other classifications will be considered. <br />Section 4. The City will accept applications from bargaining unit employees for <br />lateral and downward transfers, both within and outside their present department. <br />Section 5. In order to facilitate promotions within the bargaining unit, the City <br />shall implement a job training program for all bargaining unit employees. Upon <br />application in writing by an employee, the City shall guarantee, on the date determined <br />by the City within its management discretion, one eight (8) hour workday of on-the-job <br />training (OJT) per month in a job classification immediately above his own. The eligible <br />on-the-job training (OJT) can be taken in blocks of time of up to three (3) days, but time <br />taken cannot exceed the total allowable time in a one (1) year period. <br />Section 6. An employee awarded a job under Article 19 of this Agreement will be <br />given reasonable help and supervision and shall be altowed thirty (30) working days to <br />quatify for the position. He will be considered to have qualified on the new job when he <br />satisfactorily performs the required duties with no more supervision than is required by <br />other qualified employees on the same or similar jobs, and when his record as to quality <br />and quantity of work meets the standard applicable to the job. If he fails to so qualify or <br />so requests, within ten (10) days after the employee is awarded the job, he shall be <br />returned to his fiormer job. An employee awarded a job under the provisions of Articie <br />19 shall receive at the time of his promotion, thE: appropriate rate of pay in the <br />classification. <br />Sec#ion 7. No employee shall be eligible for promotion, or lateral or downward <br />transfer, under these provisions until he has satisfactorily completed the required <br />AVW probationary period. <br />Aiww <br />23 <br />
