C-1a <br />ARTICI,E 1: <br />PREAMBLE <br />ARx'zCLE 1: This Agreement is entered into by and between the <br />City of North Ol.msted, Ohio, hereinafter referred to as the <br />t'Employer" and the Ohio Patrolmen's Benevolent Association, <br />hereinafter referred to as the "OPBA". <br />This Agreement is intended to formalize the understandinqs <br />zeached between the negotiating cammittees of the Employer and <br />the OPBA, to establish certain terms and conditions of empioyment <br />for employees classified as Emergency Gentral Dispatchers <br />emp3oyed by the City of North Olmsted. <br />Further, the purpose of this Agreement is to promote <br />cooperation and harmonious relations between the Employer and its <br />employees. <br />ARTICLE 2: <br />FNIQN REPRESENTATION <br />SECTION 1: The Employer recoqnizes the OPBA as the sole and <br />exclusive representative for the purpose of negotiating wages, <br />hours, terms and other candztXQns of employznent fQr the employees <br />of the Employer in the baxqaznxng unit. wkiezevex used in this <br />Agreement, "bargaining unit" shall be deazned to include those <br />individaals employed by the Employer in the classificatian of <br />full-time Emergency Central Dispatcher. <br />SECTION 2: The Employer recognizes the OPBA for the purposes <br />of collective bargaining and all matters reXating to the wages, <br />hours and -vrorking conditions o;E a11 members Qf the bargaining <br />unit. <br />ARTIGLE 3: <br />MANAGEMENT RIGHT$ <br />SECTION 1: The Employer shall have tihe exclusive right, <br />eYCept to the extent otherwxse znodified ar limited in this <br />Agreement, to man2tge the operations, control the premises, direct <br />tha working force and maintain effxciency of the Opex'atlOZIS. <br />Among the Employer's manageztteht rights are the right to hire, <br />transfer, discipla.ne and discharge for just cause, lay-off and <br />promote; ta promu].gate and enforce work rules; to introciuce new <br />equipment, methads af performing work, ox facxlitixes; to <br />detexmxne the size, duties and quaxx£ications of the <br />woxk farce, and the work schedules. <br />
