• -.. <br />-15- <br />Rec~11 from Lay Off <br /> <br />~~. Employees shall be recalled to their classification in accordance <br />with seniority or to other fobs they are qualified to perform in <br />accordance with their seniority in the reverse order of their lay <br />off. An employee on lay off will be given seven (7) calendar days <br />notice of recall from the date on which the City sends a recall <br />notice by certified mail to the employee's last known address as <br />shown on the City's records. This period may be extended by agree- <br />ment between the City and the Union. <br />Promotions <br />~5. When a vacancy exists or a new Sob is created and such vacancy or <br />new fob is covered by Civil Service Commission Rules and Regulations, <br />the fob shall be filled in accordance with the Rules and Regulations <br />of the Civil Service Commission and the selection shall not be sub- <br />sect to protest under the Grievance Procedure. <br />k6. When a vacancy occurs or a new fob is created and such vacancy or <br />new fob is not subject to Civil Service Commission Rules and Regu- <br />lations, the City shall post a notice oP the opening for seven (7) <br />consecutive calendar days on bulletin boards within each department. <br />The notice shall contain the fob classification title, rate of pay, <br />department, and a brief fob description. Employees who wish to be <br />considered Por the posted fob must file a written application with <br />the Service Director by the end of the posting period. <br />k7. All timely applications will be reviewed by the City and the fob <br />shall be awarded within five (5) working days to the most senior <br />applicant, if any, who has the experience, skill and ability to <br />perform the work in question. If two or more employees have sub- <br />stantially equal skill, ability and experience, seniority shall <br />govern. <br />~. <br />i <br />
