CITY OF NORTH OLMSTED ORDINANCE NO. 68-iq9 PAGE 4 <br />713.12 Heating Capacitv <br />Every dwelling unit shall be provided with approved heating facilities <br />capable of maintaining an average temperature of seventy degrees <br />Fahrenheit in all habitable rooms, kitchens, bathrooms, and water <br />closet compartments when the outdoor temperature is minus five de- <br />grees Fahrenheit, without forcing the facilitities to operate in excess <br />of their capacity. <br />713.15 SU-Pplv of Heat <br />The Owner, Operator, or Agent in charge of a dwelling structure, who <br />rents or leases any dwelling unit therein under an agreement, expressed <br />or implied , to supply or furnish heat to the occupants thereof, shall <br />supply heat adequate to maintain an inside temperature of not less than <br />seventydegrees Fahrenheit in all habitable rooms, bathrooms, water <br />closet compartments and kitchens whenever the outside temperature <br />falls below sixty degMes Fahrenheit. Such inside temperature shall be <br />measured in the approximate center of each room approximately theffe <br />( 3) feet above the floor. The provisions of this section shall not apply <br />where thei- failure to meet minimum standards is caused by a general <br />shortage of fuel, negligent or malicious act of the occupant or any <br />cause beyonci the control ofthaowner or occupant. <br />713.14 Supplv of Hot Water ( Water Heatincr Facilities ) <br />Every dvmlllnq qunit shall be supplied with water heating facilities <br />which are installed in an approved manner, properly maintained and <br />properly connected with hot water iines to the fiskares required to be <br />supplied with hot water. Water heating facilities, shall be capable of <br />heating water to such a temperature that is to permit an adequate <br />amount of water to be dp+awn at every required kitchen sink, lavatory <br />basin, bath tub, shower and laundry facility or similar units at a <br />temperature of not less that 130 degrees Fahrenheit at any time needed. <br />713.15 Operation of Heatinq Facilities and Incinerators <br />Every heating er water heating facility and incinerator shall be installed <br />and shall operate in accordance with the requirements of the Building <br />Code or the Air Polution Control Ordinances of the City of North Olmsted. <br />713.16 Liahtina of Public Hallways and Common Areas <br />In every dwelling structure, all public hallways, corridors and stair- <br />ways shall be provided at all times with required illumination for the <br />safe usage thereof, and all other common areas, suc? as boiler rooms, <br />laundry, basements, cellars, locker rooms and meter rooms, shall be <br />provided ivith electrical lfghting facilities, which when lighted , pro- <br />vides required illumination for the safe usage thereof. <br />713.17 Duties of Manaqement <br />( a) The license issued by the the City of North Olmsted and re- <br />quired by Section 713.03 shall be predominately displayed in every <br />apartment house, rooming house , dormintory and accessory sleeping <br />quarters.
