CITY OF NORTH OLMSTED ORDINANCE NO. 68- 1 rI'l PAGE 2 <br />highways, public property or vacant premises within the corporate <br />limits of the City of North Olmsted, excepting persons officially de- <br />signated to duty with reference to said civil emergency. <br />Section 131.02 Powers of Mavor <br />Whenever, in the judgement of the Mayor, or Acting Mayor, a state of <br />civil emergency exists as a result of mob action, riots, general cfvil <br />disobendience or disorder, or the threat of any of the same shall exist, <br />the Mayor or Acting Mayor shall, in addition to all other powers granted <br />him by the laws of this state and the charter and ordinances of the Cf#y , <br />be empowered in order to suppress such actions and preserve thepeace <br />.. :amd-order of the City and to protect its citizens and their property to <br />issue a proclamation declaring a state of civil emergency to exist and <br />may thereby exercise the powers granted in the following subsections: <br />( a) To impose a curfew upon all or any portion of the City as designated <br />therein as he may deem advisable during such hours of the day or night <br />as he determines necessary in the interest of thepublic safety and <br />welftre , and during which all persons shall remove themselves to their <br />places of residence and remain off and away from the public streets, <br />sidewalks, parkways, parks and all other public or open places, and <br />no persons shall assemble, gather, loiter or otherwise congregate in <br />any manner in groups, assemblies or meetings in any place for any <br />purpose, whatsoever, provided, however, that person performing <br />medical, sevices , essential public utility services, public officials, <br />policemen, firemen, and all other person explicitly enumerated in such <br />proclamation may be exempted from curfew; <br />( b) To order the closing of any and all business establishments through- <br />out the City or any portion thereof during the period for whi ch the state of <br />emergency exists or during the curfew hours ; <br />( c) To order discontinuance of selling, tranoporting , distributing, dis- <br />pensing or giving away any firearms or other weapons of any character <br />whatsoever ; <br />( d) To order the closing of any or all establishments or portions thereof, <br />the chief activity of which is the sabe , distribution, transporting, dis- <br />pensing or giving away of firearms or ammunition or other weapons of any <br />character whatsoever ; <br />( e) To order the prohibition of selling, offering for sale, and transporta- <br />tion of ammunition, dynamite and other dangerous explosives, incendiary <br />deviEes and any necessary ingredient thereof. <br />( f) To order the closing of all retail and wholesale liquor stores, taverns, <br />and other places dispensing, serving or permitting the consumption of <br />intoxicating liqour or non-intoxicating beer. <br />( g) To order the discontinuance of the sale, distribution, or giving <br />away of intoxicating or non-intoxicating liquors ;
