? <br />of downward or lateral transfers, the employee shall specify <br />in writing a compelling job-related reason for the requested <br />transfer. If the specified reason demonstrates that such <br />transfer would be in the best interests of the employee and the <br />efficiency of City operation would not be affected, then his <br />application shall be considered with all non-downward and non- <br />lateral transfer applications for the position in Question. <br />49. In order to facilitate promotions within the bargaining <br />unit, the City shall implement a job training program for Service <br />Department employees. Upon application in writing by an <br />employee, the City shall guarantee, on a date determined by the <br />City within its management discretion, one eight (8) hour workday <br />of on-the-job training (OJT) per month in a job classification <br />immediately above his own. <br />50. An employee awarded a job under Paragraph 46 of this <br />Memorandum will be given reasonable help and supervision and shall <br />be allowed a reasonable Period of time to c{ualify but not more <br />than thirty (30) calendar days. He will be considered to have <br />qualified on the new job when he satisfactorily performs the <br />required duties with no more supervision than is required by other <br />qualified employees on the same or similar jobs, and when his <br />record as to quality and quantity of work meets the standard <br />applicable to the job.
