"Immediate <br />family," in case of death, shall be interpreted as meaning the <br />employee's spouse and children of the employee. <br />ARTICLE XIV <br />GRIEVANCE PROCEDURE <br />The purpose of this Grievance Procedure is to <br />establish effective machinery for the fair, expeditious and <br />orderly adjustment of grievances in the North Olmsted Police <br />Department. Procedures are to be liberally construed to avoid <br />dismissal of a grievance on technical grounds and a reasonable <br />effort shall be made to resolve a grievance as quickly as <br />possible, considering the grievance and authority of the <br />management representative. <br />A. Scope. The following matters shall constitute a <br />grievance within the system: <br />1. The interpretation or application of <br />the matters contained in this Agreement; <br />2. Arbitrary, unreasonable or inconsistent <br />working conditions; <br />3. Unsafe or unhealthy working conditions. <br />B. Scope. The following matters shall not <br />constitute a grievance within the system: <br />1. The City Charter, State Code, <br />Ordinance, Personnel Policy or Departmental <br />Regulations pertaining to charging, <br />-17-
