These guidelines are further neede3 because the City <br />operates a sewer treatment facility and for the following additional <br />reasons: (1) the National Pollutant Discharge Elimination System <br />(NPDES) permit held by the City of North Olmsted outlines parameters <br />regarding the characteristics of wastewater that may be introduced to <br />the public waters which need to be embociied in the Codified Ordinances <br />of this City; (b) there are certain Environmental Protection Agency <br />and certain State and Federal agency guidelines which require waste- <br />water treatment systems to operate effectively in collecting and <br />treating wastewater in order to meet established standards; (c) any <br />federal grants supporting operations or aspects of wastewater treat- <br />ment require that policy and standards be set forth in City ordinance. <br />This Chapter further provides for the regulation of discharges <br />into the City wastewater system through the enforcement of administra- <br />tive regulations. This Chapter does not provide for the recovery of <br />operations, maintenance, or replacement costs of the sewage disposal <br />system or the costs associated with the construction of collection and <br />treatment systems used by Industrial Dischargers, in proportion to <br />their use of the sewage disposal system, which are the subject of <br />Chapter 917, Industrial Pretreatment. <br />-1-
