<br />Grease and oil interceptors shall be constructed of impervious materials <br />capable of withstanding abrupt and extreme changes in temperature. They <br />shall be of substantial construction, watertight and equipped with <br />easily removable covers which, when bolted. in place, shall be gastight <br />and watertight. <br />Where installed, all grease, oil and sand interceptors shall be <br />maintained by the owner, at his expense, in continuously efficient <br />operation at all times. <br />Where preliminary treatment or flow-equalizing facilities are <br />provided for any waters or wastes, they shall be maintained continuously <br />in satisfactory and effective operation by the owner at his expense to <br />the approval of the Service Director. <br />(g) Each person discharging industrial wastes into a public sewer <br />shall construct and maintain one or more control manholes or access <br />points to facilitate observation, measurement and sampling of his <br />wastes, including domestic sewage. <br />(1) Control manholes or access facilities shall be located and <br />built in a manner acceptable to the the Service Director. If <br />measuring devices are to be permanently installed they shall <br />be of a type acceptable to the Service Director. <br />(2) Control manholes, access facilities and related equipment <br />shall be installed by the person discharging the waste, at <br />his expense, and shall be maintained by him so as to be <br />in safe condition, accessible and in proper operating <br />condition at all times. Plans for the installation of the <br />control manholes or access facilities and. related equipment <br />shall be approved by the City Engineer prior to the <br />beginning of construction. <br />(h) All measurements tests and analyses of the characteristics of <br />waters and wastes to which reference is made in this Chapter shall be <br />determined in accordance with "Standard Methods", as <br />defined in Section 911.03(83), and in accordance with 40 CFR 136 <br />entitled "Guidelines Establishing Test Procedures for Analysis of <br />Pollutants", and shall be determined at the control manhole <br />provided or upon suitable samples taken at such control manhole. <br />In the event that no special manhole has been required, the control <br />manhole shall be considered to be the nearest downstream manhole <br />in the public sewer to the point at which the building sewer is <br />connected. Sampling shall be carried out by customarily accepted <br />methods to reflect the effect of constituents upon the sewage works <br />and to determine the existence of hazard to life, limb and property. <br />The particular analysis involved will determine whether a twenty-four <br />hour composite of all outfalls of a premise is appropriate or whether a <br />grab sample or samples should be taken. Normally, but not always, BOD <br />and TSS analyses are obtained from twenty-four composites of all <br />outfalls, where pHs are determined from periodic grab samples. <br />- 25 - <br />
