<br />` Within 90 days following the date for final compliance with applicable <br />' categorical pretreatment standards or in the case of a New Source <br />following commencement of the introduction of wastewater into the <br />treatment facility, any industrial user subject to pretreatment <br />standards and requirements shall submit to the City a report containing <br />the information described in 40 CFR 403.1 (b) (4) - (6). <br />(i) No statement contained in this section shall be construed as <br />preventing any special agreement or arrangement between the City and any <br />industrial concern whereby an industrial waste of unusual strength or <br />character may be accepted by the City for treatment, subject to payment <br />therefore by the industrial concern in proportion to cost and consistent <br />with the user charge system in Chapter 915. No special agreement shall <br />be in violation of any federal or state standards. <br />(j) No person shall cause the discharge of slugs of water or wastes. <br />Each person producing a discharge into the public sewers in excess of <br />100,000 gallons in any one day, shall construct and maintain at his own <br />expense, a suitable storage and flow-control facility to insure <br />equalization of discharge over a twenty-four hour period. This facility <br />shall have a capacity of at least fifty percent (5090 of the total <br />normal volume of a twenty-four hour production period, and the outlet to <br />the sewer shall be equipped with c rate-discharge controller or other <br />approved device, the regulation of which shall be directed by the <br />Service Director." <br />SECTION 3: Section 911.15 of the Codified Ordinances of the City of <br />North Olmsted, Ohio which currently reads as follows: <br />"911.15 IlVJURY OF SEWAGE WORKS. <br />No unauthorized person shall maliciously, willfully or negligently <br />break, damage, destroy, uncover, deface or tamper with any structure, <br />appurtenance or equipment which is part of the sewage disposal system." <br />Be and the same is hereby amended and as amended shall read as follows: <br />911.15 INJURY OF SEWAGE WORKS, <br />No unauthorized person shall maliciously, willfully or negligently <br />break, damage, destroy, uncover, deface or tamper with any structure <br />appurtenance or equipment which is part of the sewage disposal system. <br />No person shall access the sewer system or POTW for any activity <br />including discharge of trucked or hauled septic or industrial wastes <br />except at locations and at times as designated by the Service Director <br />in writing. Any removal of manhole lids, or other access to the sewer <br />system for the purpose of discharging wastes at times and/or locations <br />other than these designated by the Service Director, or without the <br />expressed written permission by the Service Director, shall be <br />considered a violation and shall be subject to enforcement action <br />including fines and penalties allowed under this Chapter." <br />- 26 - <br />
