_ (c) The City will provide refuse pick-up service for single-family residential structures, <br />multi-family residential structures and commercial establishments in accordance with the <br />following regulations: <br />(1) Residential structures. The City will provide refuse pick-up service for all <br />residential structures located in the City in accordance with schedules and regulations adopted by <br />the Department of Public Service. All refuse shall be placed in either twenty-gallon containers <br />or plastic bags or other containers acceptable to the Director of Public Service. Such containers <br />when full shall not exceed sixty pounds each in weight and shall be placed along the dedicated <br />right of way or right of way to be dedicated in the future, prior to the time of scheduled <br />collection. <br />(2) Commercial establishments. The City will provide refuse pick-up service for <br />commercial establishments provided that the commercial establishment shall first pay to the City <br />three dollars ($3.00) per week per establishment, in advance, payable quarterly, for such service. <br />All refuse shall be placed in either twenty-gallon containers or plastic bags, or other containers <br />acceptable to the Director of Public Service. Each establishment shall be limited to four <br />containers, which containers when full shall not exceed sixty pounds each in weight, and all <br />containers shall be placed along the side of the dedicated right of way or right of way to be <br />dedicated in the future, prior to the time of scheduled collection <br />(d) The Director of Public Service shall notify all individuals or corporations within the <br />classifications specified in subsections (b)(2) and (3) hereof, and it shall be the duty of all of the <br />individuals or corporations so notified to pay to the Director of Finance of the City the advance <br />quarterly payment as specified in subsection (c)(2) hereo£ In the event the Director of Finance <br />does not receive the required payment, the Director of Public Service shall direct the Service <br />Department to refrain from providing refuse pick-up service to those who neglected to pay the <br />proper amount. <br />941.02 REGULATION OF PLACING GARBAGE OR RUBBISH IN SETBACK, <br />RIGHT-OF-WAY AND OTHER AREAS ABUTTING PUBLIC STREETS <br />(a) Except as permitted within subsection (b) hereof, no owner or occupier of any <br />multifamily residential property or commercial establishment within the City shall place or store, <br />cause to be placed or stored or permit to be placed or stored, garbage or rubbish or any receptacle <br />containing or designed to contain garbage or rubbish, including but not limited to dumpsters, <br />garbage cans and rubbish cans, within any of the following areas of the property or <br />establishment: <br />(1) Setback area, as defined within Section 1115.01 (62) of the Zoning Code; <br />(2) Any area not defined as a setback, but which nevertheless directly abuts a public <br />street; <br />(3) Any area of the public right of way
