< ?.,. E. Acceptance of a proposal will not constitute an agreement between the Proposer and <br />the City. Any proposal will not be binding on the City unless and until an agreement <br />covering all conditions and provisions of the consulting services has been reduced to <br />writing, executed by both the successful Proposer and the City. <br />5. SCOPE OF SERVICE <br />General Responsibilities: <br />• Formulate economic development strategies and activities in coordination with other City <br />departments, offices, and City Council. <br />• Plan, organize, and administer a comprehensive and coordinated program aimed at <br />encouraging sustainable economic development for the City. <br />• Review and develop policies related to the underlying strength of the City's economy. <br />• Design, develop and implement business retention, expansion, and targeted recruitment <br />programs. <br />• Contact businesses interested in locating to the community, and initiate recruitment efforts to <br />attract businesses. <br />• Manage and oversee programs and economic services, such as site selection assistance, <br />industrial development, revenue bonds, and tax incentive programs. <br />• Identify and assist with grant and funding procurement. <br />• Analyze legislation pertaining to economic development; recommend policy and procedural <br />changes to implement adopted legislation. <br />• Identify community employment needs and implement job creation efforts that match the <br />skill and needs of current residents. <br />• Establish and maintain contact with other City, County, and Statewide economic <br />development organizations. <br />• Prepare reports and statistical summaries at least semi-annually on issues related to economic <br />development and make presentations to the City Council, commissions, business and <br />community organizations and other stakeholders regarding these issues. <br />Primary Projects: <br />• Formulate overall economic development plan including broad community goals, as well as <br />specific implementation strategies. <br />• Assist City in implementation of Crocker-Stearns Corridor Plan. <br />• Lead efforts in business recruitment, retention and expansion, including establishing site <br />availability clearinghouse. <br />• Analyze City owned properties for use, reuse or sale; lead marketing efforts for property <br />sales. <br />• Identify and pursue funding and grant opportunities for various public improvements. <br />Length of Contract: <br />12 months
