_,???_ ,? .=,?..nm.?? _., . ... .. ._,..A. _. . ... _. . . .....?.,?., ._ . _...... ..___... . . ._.. . . .-,-._ ,M_?.?,.? ,,, <..,> . ....... .. ........ .. <br />the general welfare by reason of excessive production of traffic, noise, smoke, <br />fumes, glare, odor or other characteristic not comparable to the uses permitted in <br />the base zoning district. <br />(2) A use which produces smoke, fumes, glare or odor shall be considered <br />detrimental to other persons or property if it is objectionable to a reasonable <br />person of ordinary sensibilities. <br />(b) The use can be accommodated on the site consistent with any design standards and in <br />conformance with all development regulations for the district in which it will be located. <br />(c) The proposed use will not impede the normal and orderly development and improvement <br />of the surrounding property for uses permitted in the district. <br />(d) On-site and off-site traffic generation and circulation patterns related to the use shall not <br />adversely impact adjacent uses or result in hazardous conditions for pedestrians or <br />vehicles in ar adj acent to the site. <br />(e) The use will be adequately served by public facilities and services. Public facilities and <br />services that may be considered in light of this standard include, but are not limited to, <br />water, sewer, electric, schools, streets, fire and police protection, storm drainage, public <br />transit, and public parks/trails. <br />( fl The use will be screened with fencing and/or landscaping in excess of what is required in <br />the development standards of the zoning district, as appropriate, if the use may otherwise <br />result in an adverse impact on adjacent property benefiting from such screening. <br />(g) Conditions may be imposed on a proposed conditional use to ensure that potential <br />significant adverse impacts on surrounding existing uses will be reduced by the <br />maximum extent feasible, including, but not limited to, conditions or measures <br />addressing: <br />(1) Location on a site of activities that generate potential adverse impacts such as <br />noise, odor and glare; <br />(2) Hours of operation and deliveries; <br />(3) Location of loading and delivery zones; <br />(4) Light intensity and hours of full illumination; <br />(5) Litter control and placement of trash receptacles; <br />(6) On-site parking configuration and facilities; <br />(7) On-site circulation; <br />(8) Privacy concerns of adjacent uses. <br />(9) Other conditions as determined appropriate bv the PlanninE and Design <br />Commission as related to each application. <br />1118.04 SPECIAL CONDITIONS AND STANDARDS. <br />In addition to the general criteria and standards set forth above, certain conditional uses must <br />satisfy special conditions and standards as listed below: <br />(a) Public facilities. <br />(1) Area regulations. The area or parcel of land for a public facility shall be not less <br />than required to provide a site adequate for the main and accessory buildings, off- <br />street parking and other accessory uses and yards and open spaces to <br />accommodate the facility and maintain the character of the neighborhood.
