1.2 Base Mapping and Data Compllatron <br />From the data collected in the kick-oFf ineeting and supplementary field surveys, the UDC <br />will prepare an up-dated base map of the Crocker-Stearns corridor, along with a series of <br />maps and diagrams of current conditions. <br />1.3 Steering Cornmittee Review <br />The UDC will meet with the Steering Committee to present the data compiled in the <br />previous task and facilitate a general discussion of the key issues to be resolved. This <br />meeting will be a preview of what will be presented at the following Public Forum, allowing <br />Committee members to verify the data compiled and offer additional insights and direction <br />on issues to emphasize in the public review. <br />Phase 2: DEFINING A VISION OF THE FUTURE <br />2.1 PreliminaryDevelopment Options <br />Working closely with the members of the Steering Committee, the UDC will prepare <br />sketches of a series of preliminary design options, ranging from conservative to aggressive <br />redevelopment approaches. These conceptual sketches are intended as tools to stimulate <br />discussion of possible alternatives and elicit other ideas in the following community design <br />charrette. If necessary, the UDC will review these sketch concepts with the Steering <br />Committee prior to the charrette. <br />2.2 Crocker-Stearns Comdor Charrette <br />The UDC team will conduct a communiry design charrette, which will be the center-piece of <br />the planning process. The charrette is typically scheduled for a Saturday, to allow for <br />maximum communiry participation. The event will begin by sharing perceptions of the <br />problems and opportunities of the corridor and reviewing the preliminary design options <br />sketched in the previous task. Following this introduction, the participants break out into <br />smaller teams to work on refining the preliminary ideas or developing alternative <br />approaches. At the end of the work session, the whole group reconvenes to review the <br />suggestions put forward by each team and share responses to the preferred direction which <br />usually emerges from this process. <br />2.3 Charrette Surnmary <br />Following the charrette, the UDC will prepare a written summary of the community's <br />comments, sketches and diagrams for circulation to members of the Steering Committee. If <br />there are any particularly controversial issues left unresolved, or widely divergent views on <br />the development future of the corridor, it may be necessary to convene a meeting of the <br />Steering Committee unmediately after the charrette to review their "reading" of community <br />attitudes and seek direction on the approach(es) to pursue. <br />Phase 3: DETAILING THE PLAN <br />3.1 Draft Plan <br />Based on the concepts developed in the charrette, the UDC will prepare a Draft Plan for <br />review by the Steering Committee. This draft will be prepared in sketch form, including an <br />outline of key steps in the implementation process. The Committee will review dlis draft to <br />make sure we have interpreted the charrette concepts properly, and to provide input on new <br />issues which invariably surface when concepts and ideas for different systems or sub-areas <br />of the corridor are put together in a comprehensive plan. If these issues are significant and <br />likely to be controversial, the Committee may decide to review tlus draft with a wider <br />audience before proceeding to further refinement. <br />3.
