141.09 ADMINISTRATIVE MOTOR VEHICLE POOL. <br />(a) The Director of Public Service shall have the duty of establishing and maintaining <br />an Administrative Motor Vehicle Pool, which shall be under his direction and control. The Pool <br />shall be comprised of the four (4) Service Department motor vehicles, including those that <br />previously were assigned to the Mayor, the Director of Public Service and Public Safety for the <br />exclusive use. The Director of Public Service may, from time to time, replace the motor vehicles <br />assigned to the pool with other vehicles owned by the City, when necessary and in order to <br />insure that the vehicles in the Administrative Motor Vehicle Pool are of appropriate quality and <br />service for the City's administrative officials. <br />(b) The motor vehicles assigned to the Administrative Motor Vehicle Pool shall be <br />available for sign-out use by the Mayor and each of the City Directors. The Director of Public <br />Service shall establish rules and regulations for the use of vehicles assigned to the Administrative <br />Motor Vehicle Pool. Said rules shall include a provision that the Mayor and any Director may <br />sign out any of the four vehicles assigned to the pool, on an as needed basis, for the purpose of <br />conducting official City business during working hours, which shall include driving to and from <br />seminars. Said rules shall further include a provision that the Mayor may take home overnight <br />and over weekends, including holidays, the City vehicle which the Director of Public Service <br />assigns to the Mayor's use for the purpose of conducting City business. <br />
