EXHIBIT ~ ~ LUJ Pursuant to the authority of the Charter, Article V Section 1, there is hereby established the Department of Public Service. The staffing of the Department of Public Service is hereby established and is reflected in the organizational chart for the Department of Public Service contained in Section 141.99(a), which is incorporated herein as if fully rewritten. 141.02 DIRECTOR OF PUBLIC SERVICE The Department of Public Service shall be headed by the Director of Public Service. (a) Appointment, Term, Removal and Qualifications. The Director shall be a full- time employee appointed by the Mayor, which appointment and term shall be governed by Charter Art. III, §5(a). The Director of Public Service may also serve as the Director of Public Safety, if so appointed by the Mayor. The Mayor may remove the Director with the concurrence oftwo-thirds (2/3) of the members of council eligible to vote. (b) Duties. The Director of Public Service shall have charge of the Department of Public Service. He shall make all the necessary rules and regulations for the governance of the Department and the divisions thereof. He shall have charge of all construction, inspection, maintenance, repair, and cleaning of all public improvements and properties, except for properties within the oversight of the Division of Springvale and the Division of Parks and Recreation. He shall enforce all of the obligations of public and privately owned or operated public utilities enforceable by the City. He shall have care of the collection and disposal of waste. He shall perform such other duties consistent with his office as may be required by ordinance of Council, or as directed by the Mayor. 141.03 SECRETARY TO THE DIRECTOR OF PUBLIC SERVICE There is hereby created the position of Secretary to the Director of Public Service, which shall be appointed by and be answerable to the Director of Public Service. The Secretary shall be the secretary to the Director, and shall provide clerical and secretarial services to the Director.
