CHAPTER 141 <br />Department of Public Service <br />141.01 Establishment <br />141.02 Director of Public Service <br />141.03 Secretary to Director of Public Service <br />141.04 Animal Warden <br />141.05 Division of Public Works <br />141.06 Division of Fleet <br />141.07 Division of Wastewater <br />141.08 Administrative Motor Vehicle Pool <br />141.09 Bus Service and Fund Established <br />141.99 Composition and Organization of the Department of Public Service <br />141.01 ESTABLISHMENT. <br />EXHIBIT <br />~ ~ LUJ <br />Pursuant to the authority of the Charter, Article V Section 1, there is hereby established <br />the Department of Public Service. The staffing of the Department of Public Service is hereby <br />established and is reflected in the organizational chart for the Department of Public Service <br />contained in Section 141.99(a), which is incorporated herein as if fully rewritten. <br />141.02 DIRECTOR OF PUBLIC SERVICE <br />The Department of Public Service shall be headed by the Director of Public Service. <br />(a) Appointment, Term, Removal and Qualifications. The Director shall be a full- <br />time employee appointed by the Mayor, which appointment and term shall be governed by <br />Charter Art. III, §5(a). The Director of Public Service may also serve as the Director of Public <br />Safety, if so appointed by the Mayor. The Mayor may remove the Director with the concurrence <br />oftwo-thirds (2/3) of the members of council eligible to vote. <br />(b) Duties. The Director of Public Service shall have charge of the Department of <br />Public Service. He shall make all the necessary rules and regulations for the governance of the <br />Department and the divisions thereof. He shall have charge of all construction, inspection, <br />maintenance, repair, and cleaning of all public improvements and properties, except for <br />properties within the oversight of the Division of Springvale and the Division of Parks and <br />Recreation. He shall enforce all of the obligations of public and privately owned or operated <br />public utilities enforceable by the City. He shall have care of the collection and disposal of <br />waste. He shall perform such other duties consistent with his office as may be required by <br />ordinance of Council, or as directed by the Mayor. <br />141.03 SECRETARY TO THE DIRECTOR OF PUBLIC SERVICE <br />There is hereby created the position of Secretary to the Director of Public Service, which <br />shall be appointed by and be answerable to the Director of Public Service. The Secretary shall <br />be the secretary to the Director, and shall provide clerical and secretarial services to the Director. <br />
