of the Charter of the City of North Olmsted, this Council authorizes and directs that the following
<br />proposal to amend the Charter of the City of North Olmsted be submitted to the electors of the City
<br />of North Olmsted at an election to be held at the usual places of voting in the City on Tuesday,
<br />November 2, 2010:
<br />That Article VI, Section 3 of the Charter of the City of North Olmsted be amended to
<br />redefine and establish the unclassified service of the City of North Olmsted, as follows:
<br />ARTICLE VI THE CIVIL SERVICE COMMISSION
<br />SEC. 3. DUTIES
<br />Pursuant to Home Rule authority and notwithstanding contrary provisions ofState law,
<br />the Civil Service Commission shall prescribe, amend, and enforce rules for the classification of
<br />offices, positions, and employment in the Civil Service of the City which shall be made according
<br />to merit and fitness to be ascertained, as far as practicable, by competitive examinations
<br />therefor; for resignations therefrom; ~ r ° ,~,V,;.,°+~°~~ ~~a -'°~~~-~~+~~„ +''°r°f r; for appointments,
<br />promotions, removals, transfers, lay- offs, suspensions, reduction and re-instatement therein; for
<br />appeals to the Commission; and for standardizing positions and maintaining efficiency therein.
<br />Therefore, positions under the Civil Service Commission shall be divided into Classified and
<br />Unclassified Service.
<br />A. The Unclassified Service shall include:
<br />1. All officers elected by the people.
<br />2. All Directors and Assistants to Directors of Departments.
<br />3. The members of all boards or commissions appointed by the Mayor or the Council.
<br />4. The Clerk of Council and the secretary of the Civil Service Commission.
<br />5. ~ ,
<br />Plead All managerial positions having supervisory responsibilities within the
<br />several departments or divisions thereof including, but not limited to,
<br />Superintendents, Assistant Superintendents, Division Heads and Assistants to
<br />Division Heads, except the Police Chief and Fire Chief.
<br />6. All unskilled ~ or skilled positions that are filled without the
<br />determination of merit and fitness due to the inability of the Civil Service
<br />Commission to conduct a competitive examination for the same because it is
<br />impracticable.
<br />7. Three (3) secretaries, assistants or clerks to the Mayor, one (1) secretary to each
<br />Director or Department Head, and all temporary part-time office help.
