GRIEVANCE PROCEDURE <br />12. It is mutually understood that the prompt presentation, <br />adjustment, and answering of grievances is desirable in the <br />interest of sound relations between the employee and the City. <br />The prompt and fair disposition of grievances involves important <br />and equal obligations and responsibilities, both joint and in- <br />dependent, on the part of the representatives of each party to <br />protect and preserve the Grievance Procedure as an orderly means <br />of resolving grievances. Actions by the City or the Union which <br />tend to impair or weaken the Grievance Procedure are improper. <br />13. A grievance is a dispute or difference between the City <br />and the Union, or between the City and an employee, concerning the <br />interpretation or application or and/or compliance with the terms <br />of this Memorandum and shall include disputes concerning dis- <br />ciplinary actions. When any such grievances arise, the following <br />procedure shall be observed. <br />Step 1: An employee who has a grievance shall <br />reduce it to writing and shall present it, <br />either alone or accompanied by his steward <br />to his immediate supervisor or, in the case <br />of the Waste Water Plant, the superintendent, <br />within ten (10) calendar days after the <br />- 7- <br />
