CITY OF NORTH OLMSTED <br />ORDINANCE NO. 77-10 <br />Page 4. <br />(d) The surcharge based on water consumption shall be based on the <br />records of the Water Department of the City of Cleveland where <br />the premises obtain water service frown that source. On premises <br />using water supplied from sources other than the Water Department <br />of the City of Cleveland, the quantity of water consumed shall be <br />measured by a meter installed and maintained for such purpose at <br />the expense of the owner or other interested party and acceptable <br />to the City Engineer. The owner or other interested party may, <br />at his option, request the Engineer to determine the amount of <br />water consumed on such premises in accordance with accepted <br />engineering practices and the quantity of water consumed on <br />such premises shall be the amount so measured by such meter or <br />so determined by the Engineer. <br />(e) In the event that the City Engineer is satisfied that a portion <br />of the water fran any source consumed upon any premises does not <br />enter or is not capable of entering the sanitary sewer system, the <br />owner or other interested party may, at his expense, install and <br />maintain such separate metering devices or provide such data in <br />conformity with accepted engineering practices as shall demonstrate <br />to the satisfaction of the City Engineer that portion of the water <br />so consumed which is or is to be discharged into the system and <br />such portion shall be the basis for measuring the sewer charge <br />under subsection (c) hereof. <br />SECTION 2: That Section 911.05 entitled "Method of Billing, Payment" <br />of Chapter 911 entitled "Sanitary Sewerage System Charges" of the Codified <br />Ordinances of the City of North Olmsted, which now reads as follows: <br />"911.05 METHOD OF BILLING, PAYMENT. <br />Charges levied with respect to premises served by the Cleveland Waterworks <br />System shall be included in and be payable with the Cleveland water bill to such <br />premises and shall be billed quarterly in accordance with the billing period for <br />the Cleveland water furnished to such premises. In respect of premises not served <br />by the Cleveland ~,Vaterworks System, such charges shall be billed by the Director <br />of Public Service and payable quarterly and shall be payable at the same time as <br />Cleveland water bills are rendered and became payable. Any premises becoming <br />subject to such charges on a date between such quarterly billing periods shall <br />be charged a per diem pro rata amount, based upon the quarter-annual minimum <br />charge from such date until the camnencement of the next following billing period <br />applicable to such premises, except that should the measured service exceed the <br />minimum charge, the measured rate shall be charged." <br />shall be amended and as amended shall read as follows: <br />"911.05 METHOD OF BILLING, PAYMENT. <br />(a) The quarterly sewer charges levied at the rates established by <br />this Chapter shall be billed on the first day of February, <br />May, August and November. Such charges to be billed on all <br />bills rendered after May 1, 1977. The annual surcharge based on <br />water consumption shall be determined on the basis of water <br />consumption and shall be billed on an estimated quarterly basis <br />with the estimated amount being based on the actual water consumption <br />of the previous four quarters. The adjustments to the estimated <br />billing will be made in the fourth quarter billing, with credit <br />given in the event that there is an overpayment or an additional <br />statement in the event that there is an underpayment with respect <br />to the actual usage.
