CITY OF NORTH OLMSTED ORDINANCE N0. 79-139 PAGE 10. (4) The Building Commissioner (or Council or Planning Commission) may authorize a variance irorn these regulations w}ien undue hardship may re- sult from strict compliance. In granting any variance, the Building Commissioner (or Council or Planning Commission) shall prescribe only conditions that he (it) deems necessary or desii•able for the public interest and finds that there are special circumstances or conditions affecting said nroperty such that the strict application of the provisions of t}iis Ordinarice would deprive the applicant of the reasonable use of his land. (D) Paving. (1) All streets shall be paved with eight inch (8") reinforced concrete pavement; shall have integral curbs; shall have a minimum width of 28 feet (28') measured from back of ciirb to back of curb; shall be constructed in accordance with the current State of Ohio, Department of Trans- portation, construction and material specifications, Item 451 reinforced Partlarid cement concrete pavement. (2) Areas other than residential: Nine inch (9") reinforced concrete pavement with barrier curbs, and shall have a mini.mum width of 28 f_eet (28') measured from the inside face to inside face of curbs. (3) For all areas regardless of the type of zoning where the proposed pavement width from back of curb to back of curb exceeds thirty-two feet (32'), the minimum lane width shall be eleven feet (11') except that the Council of the City of North Olmsted may require wider lane widths to conform to the volume and type of traffic. (4) Sidewal'xs. Concrete walks shall be five feet (5') wide, four inches (4") thick except at driveways where the thickness shall be six inches (6"). Wire mesh, 6" x 6", No. 10 minimum, shall be nrovided and used throughout the entire length of the sidewalk. (5) Dr•iveway aprons shall 'nave a minilnum tiiickness of six inches (6") for residentiai and eight inches (8") for commercial and shall be flared toward the street a minimum of three feet (3') wider on each side of the driveway. bVire mesh, 6" x 6", No. 10 minimum for residential and 6" x 6", No. 4 for commercial, shall be provided and used. (6) Trees shall be planted according to the Master Tree Plan specified by the Director of Fublic Service on file at North Olmsted City Hall, and (7) The City Engineer nas the authority to waive or increase the above improvement requirements when authorized by the Council of North Olmsted. Al1 construction work required by the developer shall be done in the presence of a City Inspector, under the supervision of the City Engineer.
