If a ditch is relocated, a plan shall be submitted for approval. Al1 ditches passing through a pro- posed subdivision for which the Ctiy Engineer determines the culvert size to be 54 inch diameter circular pipe or equivalent, or less, s}lall be completely culverted tlirough the subdivision. For pipe sizes between 54" and 72" inclusive, the developer shall negotiate with the City for installation of same. bitches requiring in excess of 72" culvert may remain open, but Council, upon the advice of the City Engineer, is hereby empowered to reauire said ditches to be fericed with a fence approved by ihe City Engineer, ancl nroviding that a minimum right-of-way of fifty feet (50`) is provided ror service to said ditch. Ditch banks shall be on a minimum two (2) horizontal to one (1) vertical slope and deeded. No relocated ditch bank shall be closer thari teri feet (10`) to adjoining property. (3) Water mains and appurtenances shall be constructed in accordance with the standards and specifications of the City of Cleveland Water Department. (C) Electrical Requirements. (1) The preliminary plat or sketch plan with respect to any new subdivision shall be submitted to a11 utility companies serving the subdivision, as well as the Building Commissioner and City Engineer, or the City of North Olmsted. (Z) Utility easements ten f_eet (101) in width for communication and electric power and street iight- ing distribution lines and facilities shall be provided on all front lot lines and along certain side or rear lot lines where necessary. (3) Prior to granting final apnroval, the sub- divider shall have installed or shall have furnished adequate bond for the ultimate installation in accordance with the requirements of this Ordinance (No. 64-95 - "Platting Ordinance"), and Ordinance No. 72-192 (Codified Ordinance No. 1357) "National Electrical Code", latest edition adopted by the State of Ohio, and all subsequent amendments thereto pertaining to the following: (a) tJnderground communication cables. (b) iTnderground distribution cables for nower and street lighting from a coriimon distributiori system, and the equipmerit and hnusing necessarY in the operation of the distribution system. (c) Adequate provisions for street illumination lamps and standards in accordance with the de- sign approved by Council. The subdivider shall bear the increase in costs, if any, over the iiormal inode of construction of communication or electrical lines and facilities, as determined by the telephone or electric company involved in accordance with the rules and regulations of the telephone or electric company involved.
