The charges <br />made by the third physician shall be shared <br />equally by the City and the Union. <br />(d) No more than one member of any Waste Water <br />Treatment shift crew may be absent on school <br />leave or for certification tests at any time. <br />Seniority will govern. The second man will <br />make special arrangements suitable to the <br />Superintendent. <br />39. If it is found that a leave of absence is not actually <br />being used for the purpose for which it was granted, the City <br />shall cancel the leave and it may impose disciplinary action up <br />to and including discharge. <br />LAY-OFFS <br />40. Whenever it is necessary for the City to reduce its <br />forces, the employees within the department to be reduced will <br />be laid off in the following order: <br />(a) Students; <br />(b) Part-time and seasonal employees; <br />(c) Employees who have not completed their <br />probationary period; <br />(d) Regular full-time employees within the <br />classification affected who have completed <br />-24-
