<br />Mr. Mangani, Plats Committee, reported the committee recommends that legislation
<br />be drawn to approve the plans of the Sherwood Estates package treatment plant
<br />so the developer can proceed.
<br />i~1r. O'Neill, Finance Committee, reported the committee's meeting of July 7, 1960
<br />and recommends the Street Commissioner and the Building Commissioner salaries bE
<br />increased 22~. Mr. Barnes recommended a 5~ increase for the Street Commissioner.
<br />The Service Director stated there is immediate need for two used buses and
<br />stated it is possible to have new buses delivered within eight months. He also
<br />stated the Rapid Transit run was losing money and if it is to contirnze at the
<br />end of the time alloted, it would be necessary to negotiate with Fairview Park
<br />to raise the rate of fifteen cents to twenty cents.
<br />Mr. Caster, Public Utilities Committee, reported the meeting of July 16, 1960.
<br />The committee discussed the proposed installation of street lights according to
<br />the surveys requested of and provided by the Cleveland Electric Slluminating Co.
<br />Also that more efficiency could be obtained from existing installations, by
<br />trimming back new tree growth that cuts down the light coverage, especially at
<br />intersections. This would be a matter for the Service Department to take into
<br />consideration. He also turned the surveys of the Illuminating Co. over to
<br />the Service Director.
<br />Mr. Christman, Street, Sewers, Sidewalks and Ditches Committee, reported
<br />that on July 8, 1960, they visited Medina to view six inch paving and on
<br />July 9, 1960 they met with Alex Kanareff, Bob Schmitt, and members of the
<br />Portland Cement Association and the committee recommends, with proper
<br />inspection, 8-6-8 pavement should be permitted in residential sections of
<br />the city.
<br />Mr. Limpert, Legislative Committee, reported the committee met to discuss the
<br />request made by the T~Iayor to amend Article 5, sections 2 & 3, pertaining to
<br />appointments made by the Mayor and not requiring the approval of Council.
<br />The committee feels that this would not be good for the City and therefore
<br />advises Council to not act on this matter. However, after checking and
<br />considering his request the committee recommends legislation be passed
<br />amending the Charter as follows: Section three, Article Six, regarding Civil Service;
<br />Section three, Article Five, regarding the Director of Finance; Section Three,
<br />Article Two, regarding the Director of Law; and Section One, Article Three,
<br />regarding the term of the Mayor.
<br />Mrs. Nicholas reported regarding the complaint of Mrs. Nicholson concerning
<br />the coal yard on Elm Road. She stated the .coal yard was there before the
<br />residences and that the coal was treated so as not to cause undue dust. She
<br />also stated she would inform Mrs. ?Jicholson she could file a complaint with
<br />the County Board of Health as to the coal yard being a public nuisance.
<br />Mr. Harvey Levy, Chairman of the Recreation Commission, wanted to go on record
<br />as stating the Recreation Commission did not approve of asking developers to
<br />donate lots to the City and then having the developer buy them back.
<br />Mr. DiBenedetto, of Buckeye Enterpri~ es, asked the engineer concerning the
<br />drainage problem on W. 231st St. The engineer stated the ditches were
<br />inadequate and recommends no more use of the ditch. The problem was referred
<br />to the Sewer, Streets and Ditches Committee to meet with Mr. Di~enedetto
<br />to discuss the problem.
<br />Mr. Maheu, of the Maher Land, Inc., presented his plans to Council for their
<br />consideration of rezoning land as per specifications of their plat plan to
<br />multiple dwelling. He was advised to discuss the problem with the residents
<br />concerned and to check into the drainage problem and report back to Council.
<br />Mr. Scanlon and Mr. Ellis: appeared before Council and presented a letter
<br />in which they made demands of Council., inregards to the Judges ruling of
<br />the Mayors law suit.
<br />A motion was made by P~Lr. Christman, seconded by T~ir. Porter that the assistant
<br />Clerk notify Floyd Browne and Associates to go ahead with the drawings of the
<br />relocation of trunk lines and laterals. "Yeas" Caster, Christman, Limpert,
