MARCH 15, 1966 ~ PAGE 2 <br />Mr. Porter also stated that National City Bank reflected a need of a crossover <br />at Silverdale and Lorain and the Safety Committee agrees that this is needed. <br />Mr. Porter reported that the Safety Committee recommends that parking be <br />prohibited on the west side of Fleharty Road and also that cul•-de-sac parking <br />be prohibited; <br />Mr. Porter introduced Mr. gaufman from the Regional Planning Commission who <br />advised Council of services available to members of the Planning Commission <br />and dust what services would be covered by the membership dues and what services <br />would be a further cost to the City. <br />Mr. Christman reported for the Sewer Committee on temporary sewage treatment <br />plants and recommends the installation of these plants. <br />Mr. Christman moved, seconded by Mr. Mangani~ that the Solicitor be directed <br />to prepare the necessary legislation for permission of the installation of <br />temporary package treatment plants with the assistance of the Engineer as to <br />the specifications of the plants. MYeas~ Caster, Christman, Limpert~ Mangani~ <br />Nicholas O~Neill, Porter. <br />Mr. Christman moved, seconded by Mr. Mangani~ that the improvement plan for <br />sanitary sewer development for Terrace Drive be accepted with the cohditions <br />that the sewer be installed to the end of the development and that the litigation <br />now pending be dropped. ~Yeas~ Caster, Christman,, Limpert, Mangani~ Nicholas <br />O~ATei11, Porter. <br />Mr. Christman also stated that the Committee feels that it is not a wise move <br />to file the ditch on Lansing Drive with It ft. the and unless a more permanent <br />type of improvement can be made that it be left as an open ditch. <br />Mr. Christman stated that he had received requests for an hourly police check <br />during the hours of 10 P•M. and 7 A.M. on LeBerne Drive until street lights <br />could be installed because of stealing from automobiles during those hours. <br />Mr. Caster stated that the Utilities Committee is checking into this need for <br />lights on LeBerne Drive. <br />Mr. Limpert reported that the Legislative and Safety Committees met on March <br />8th and recommend resolutions be drawn up covering the following: <br />1. Banning parking on Lorain Road at certain hours as is <br />required by the State. That there be a thirty day warning <br />period prior to enforcing the law• The fin®s for said <br />parking will be X5.00 with a X2.00 waiver fee if paid <br />within !~8 hours. <br />2• Parking will be prohibited on all circle turns of cul-deg-sae. <br />3. parking will be prohibited on the west side of Fleharty Road <br />_ leaving the road open for any emergency vehicle. <br />1~. All e~namiting done in North Olmsted shall be done by qualified <br />experts, covered by bond with sufficient insurance. A limitation <br />of dynaa:ite used by charge. <br />Mr. Oviatt stated that Floyd Browne and Associates are taking precautions <br />in regards to dynamiting for the sewer program. <br />Mr. Lampert moved, seconded by Mr. Porter, that the Solicitor be directed to <br />prepare legislation governing dynamiting throughout the city using the precautions <br />set up by Floyd Browne and Associates as an examp~, lizsiting the size of charge <br />and setting a time limit of 6 days a week during the hours of 8:00 i~M.,~c ?x:30 P.M• <br />~Yeasn Caster, Christman, Lampert, Mangani~ Nicholas OtNeill, Porter. <br />Mr. Mangani, for the Special Committee on Appointments, asked that Mr. Morgan <br />be sworn in as a member of the Zoning Board of Appeals. The Mayor stated that <br />Mr. Morgan was unable to attend because of illness. <br />
