MAY 20, 195$ - PAGE 2. <br />The Building Commissioner further reported that in regards to extra help, <br />Mrs. Powell is assisting at the present time to avoid a locked-door policy. <br />The City is required to have a permanent inspector at the Shopping Center <br />for the 18" sewer to be placed at a depth of 11+ ft., and a qualified man in <br />the Service Department had offered his services. <br />Regarding rate increases, the proposal is for the broadening of the Building <br />Department in order to have proper inspections on all phases of building, and <br />proposed four primary inspections for safety reasons as follows; <br />1. Plat inspection and survey to avoid building of a house on <br />the wrong lot. <br />2. Foundation inspection for drain ti.le and footers. <br />3. Rough inspection to see if at least one window in a room is <br />4. Finish inspection, ust prior to moving in, or having a home <br />for sale. This inspection to include check of rough grade, <br />the removal of debris, type of mechanics, and a written report <br />to be on record. <br />The Building Commissioner also recommended inspection of culvert pipes before <br />construction is started, so that the grade is established properly for drainage, <br />and also, that a builder put up a bond of ~100.Q0 for occupancy certificate. <br />If everything passes proper inspection, the money will be returned to the builder <br />by the Auditor. <br />He also suggested the City incorporate heating and air-conditioning units as <br />part of the inspection and Building department. <br />These proposals were turned over to the Safety Committee for further study. <br />The Solicitor stated he has noticed quite a bit of interest in Building Depart- <br />ment projects while in the office on Saturdays'but the Building Department <br />is closed, and suggested the Building Commissioner take a portion of a day off <br />during the week to be available on Saturday u~ornings. <br />Mr. Wilson reported the Finance Committee met May 13th, and a letter was read <br />from Chief Donaldson recommending a future site for a Fire Station at Brook- <br />park Extension, which will be studied further by the Committee. In regard to <br />the Pumper for Fire Station No. 2, it was suggested Council authorize the <br />Solicitor to draw up the necessary legislation pursuant to placing it on the <br />November ballot. The cost of the Pumper would be approximately $32,000.00. <br />It was also recommended one (1) Fireman and one (1) Policeman be added to <br />each department. In regards to the advertising of bids for uniforms, the <br />uniforms should all be contracted with the same company, and clothing equip- <br />ment with one company. It was also recommended the Solicitor prepare the <br />necessary legislation for placing the renewal of the three mill levy on the <br />November ballot. After discussion, it was determined that the Plat Books be <br />purchased at a cost of ~9b2.00 for seven books, and X30.00 per month for up- <br />keep. It was also recommended a Lieutenant be appointed an the Police Department <br />with a maximum increase in salary of X300.00 per year; also, a Lieutenant in the <br />Fire Department. <br />The discrepancies in the table of organization in the Police and Fire Departments <br />are to be studied further by the Safety Committee. <br />It was moved by Mr. Wilson, seconded by Mr. Hinkel, that one (1) Fireman and. <br />one (1) Policeman be added to each department, and that the Plat Books be <br />purchased. "Yeas" Hinkel, Kramer Lynch, Wilson. "Nay" Hixson. Mr. Hixson <br />voted "Nay" as he suggested two (2~ men be added to one (1) department instead <br />of one (1) to each department. <br />Mr. Hinkel reported the Safety Committee would like Council to adopt the new <br />inspection fees, uniforms be purchased from the same company Cleveland purchases <br />their uniforms, the acquisition of a new pumper for Station No. 2, and will <br />consider a new Inspector for the Building Department at the next meeting. <br />
