OC'TOBffi~ 15, 195? - PAGE 2. <br />The Mayor announced that Sealtest had already started work installing a <br />guard rail on the retaining wall adjacent to the City Hall parking lot, in <br />answer to his letter of October 4th, 1957. <br />The Mayor regd a communication from The Ohio Municipal League advising that <br />the proposed constitutional Amendment N©. 4 was off the Ballot. The proposed <br />amendment, if adopted, would have permitted the state to regulate the sale <br />of surplus products of muni.eipally~wned utilities outside the corporate limits. <br />On Oetobdr 5th, the Supreme Court of Ohio decided this case in favor of the <br />villages and cities in Ohio. The Proposed Amendment will not appear on the <br />ballot in November. <br />The Mayor read a communication from the County of Cuyahoga, Treasurer's Office, <br />advising the total amount of real estate tax collections for the year amounted <br />to X126,104,300.24. This exceeded by almost X10,000,000.00 the amount collected <br />the provious year. <br />The Mayor acknowledged receipt of the Certificate of Recognition for active <br />participation i.n Ohio's First Annual Adopt-A-Project Program for the slow down <br />and live campaign, given by the State of Ohio, Department of Highway Safety, <br />together with the Governor's Traffic Safety Committee. <br />The Mayor read a communication from Floyd G. Browne & Associates, Consulting <br />Engineers for the Sanitary Sewerage Sgstem, giving the breakdown of costs for <br />general assessments made on the basis of the initial division between area <br />served and area not served, which is to be published in the paper as soon as <br />possible. <br />The Mayor roported regarding the Cuyahoga County Mayor's Association meeting. <br />They did not endorse the Charter amendment as it was written. <br />The Mayor reported regarding a meeting in Columbus of the Ohio Highway Conference, <br />jointly sponsored by the American Association of State Highway 01'ficials, Ameri- <br />can Municipal Association, The Ohio Municipal League, County Commissioners <br />Association of Ohio, Columbus Chamber of Commerce, Development Committee for <br />Greater Columbus, Ohio State Autcmlobile Association, and the Ohio Department <br />of Highways. Mr. Chas. Noble, Director of Highways stated Ohio was fifteen <br />years behind in highway repair and construction. Governor O'Neill referrod <br />Dr. Lewis' latter regarding the repair of Lorain Road to Mr. McEeever, Deputy <br />Director of Planning and Programing, who is familiar with the status of <br />Route 10, and had ordered the Engineering Department to make a further study <br />as to the type of repair needed. He also suggested meeting with Cuyahoga <br />County Commissioners to present the problem. Fifty percent participation <br />by Cities creates problems, and suggested 10~ on the part of the City with <br />County participation. The State would put in the highway repair on the 10~ <br />and we are to pay the State over a period of ten years with no interest. <br />This plan is to be submitted to the Department for the next year. <br />At the request of the Service Director, Mr. Stewart appeared before Council <br />and stated that the Mahler Subdivision was up for sale. A motion was made by <br />Mr. Baker, seconded by Mr. Crider, that Council instruct the Planning <br />Coanmission to rescind their approval of the Mahler Subdivision. Plant meet with their approval <br />and our permit would be extended. <br />The Mayor requested a clarification of the ordinance pertaining to the <br />removal of soil and gravel. The Solicitor is to check with the Building <br />Commissioner. <br />Mr. Neubauer reported that the Draudt Engineering Compsr~ on Clague Road <br />has trailers parked in the yard for storage purposes and asked whether we <br />had an ordinance to stop it. The Solicitor is to check into it. <br />It was moved by Mr. MacDonald, seconded by Mr. Crider, that the bond of <br />Bastardo Gent Contractors, with Fireman's Fund Indemnity Company 3n the <br />amount of X20,700.00 be approved.
