<br />declaring an emergency, Mr. West moved tor suspensicn of the rule requir-

<br />sidewalks therein, and declaring an emergency, Mr. Caster moved for suspen-
<br />sion of the rule requiring three separate readings, seconded by Mr. Mangani.
