<br />emergency, Mr. West moved that Ordinance 65-215 be tabled, seconded by Mra
<br />Limpert. Affirmative vote was Caster, Foltz, Hodgins, Leonard, Limpert, Mangani.,

<br />Ordinanee No< 65-216 was introduced by Mr, (;aster, An Ordinance determining
<br />to proceed with the improvement of Columbia Road from Mitchell Drive ta Lorain
<br />Road by constructing sidewalks on the west side of Columbfa Road between the
<br />terminf aforesaid, and declaring an emergency. Motion was made by Mr. Caster
<br />and secdnded by Mr. Mangani to suspend the rule requiring three separate readings
<br />of the ordinance. Affirarative vote was Caster, Foltz, Hodgins, Leonard, Limpert,
<br />Mangani, West. Motion was made by Mr. Caster, seeonded by Mra Mangani, to suspsnd
<br />the rule requiring reading of the Ordinance in its entirety, Afffrmative vote
<br />was Caster, Foltz, Hodgins, Leanard, Limpert:, Mangani, West, Mot.ion f.or adoptiota
<br />was made by Mr. Caster, seconded by Mr, Mangarii, Affir°mative vote was Caster,

<br />Mr. Caster moved that Ordinance Noe 65-217 be introduced, put on first reading
<br />and read in its entirety. Motion was seconded by Mrs. Hodgins, After discussion
<br />the motion and second were withdrawn, and Council was polled to determine whether
<br />or not the ordinance should be given its fix•st reading tonight or held up until
<br />everyone can give it more study. Vote on the poll was Caster, Foltz, Hodgins,
<br />and Mangani in favor of putting it on first reading, Leonard, Limpert and West
<br />in favor of holding up on the reading. The majority being in f avor o£ putting
<br />the ordinance on first reading, the following action was taken,
<br />Ordinance No. 65-217 was introduced by Mr. Gaster and put on first reading. It
<br />was read in its entirety by Mr. Caster, Mr. Mangani, Mr, West and Mr, Foltz.
<br />Providing for the issuance of $123,000 Second Mortgage Sewerage System Revenue
<br />Bonds, of the City of North Olmsted under Section 12, Article XVIII of the
<br />Constitution of the State of Ohio for the purpose. of constructing improvements
<br />to the Municipal Sanitary Sewerage System; to authorize the execution of a
<br />mortgage of said system;and the extensions and improvements thereto, and the
<br />revenues thereof to secure said bondsy to define the terms of a franchise under
<br />which, in case of foreclosure, the purchaser, may operate said system; and ta
<br />provide, in event of default, for the appointment of a recefver to administer
<br />said system.
<br />Ordinance No. 65-218 was introduced by Mr, West, An Ordinance declaring the
<br />traffic congestion on Burns Road, North Olmsted, Ohio, as being dangerous to the
<br />safety, health and welfare of the users of said rmad and the residents thereon,
<br />and being emergency in nature, requfring immedfate action by this Council and
<br />requiring the Director of Public Safety and Service to make whatever corrections
<br />he deems necessary to correct the traffic problem which exists and to report to
<br />this Council the best solutfon to the problem, said authority granted to the
<br />Director of Public Service and Safety, to be granted for a periad of 90 days
<br />from the effective date of this ordinance, and declaring an emergencye Motion
<br />was made by Mr. West, seconded by Mrs. Hodgins, for the suspension of the r•ule
