June 15, 1965 - Page 2 <br />Mr. West, Chairman of the Finance Committee, held several meetings in the past <br />two weeks, Most were devoted to the 1966 Budget and salaries and wages. Com- <br />mittee has decided to recommend and ask for legislation tonight for two new <br />police cars. There will be no report at this time on any recommended salary <br />and wage increases, but will wait until the preliminary budget for 1966 is <br />submitted to Council. The committee plans to have another meeting on June 21. <br />to work on the preliminary estimates for the budget. <br />The Committee also considered the matter of paid hospitalization. The ordinance <br />which was passed recently authorized payment of the full cost of hospitaliza- <br />tion for the employees of the City, At that time there.was only increase of <br />25? per month between what the City was paying and the full cost. Since this <br />legislation was passed, a new plan was accepted by the employees which included <br />medical mutual and increased the cost about $3,00 per month per employee. <br />Because of a misinterpretation this was paid by the City for one month.. There- <br />fore the Finance Committee was asked to consider including the medical mutual <br />payment. The Law Director advises that the legislation as it now stands does <br />not authorize the payment, and it cannot legally be paid by the City. The <br />Finance Committee is open to recommendations from the Council as to whether <br />they wiSh to officially consider it and take action tonight, The Committee <br />has no recommendation to make at the present time. <br />Mayor Christman reported that when the original legislation was passed in 1962 <br />the Blue Cross and Medical Mutual was $7.20 for both and the City paid both. <br />It was increased to $7,25 and the City still paid $7,20. Subsequently it <br />went up to $8.45 and at that time legislation was enacted to pay $7,25, <br />The Mayor recommended that the legislation be corrected, and new legislation <br />be passed in such form that if there is a slight increase in the same type of <br />coverage, that payment would be continued, but that if the type of coverage <br />changes, it should come back to Council for consideration of the change. <br />The matter was put back into the Finance Committee, since it involved payment <br />of some $2,500 for the balance of the year, and the funds are not currently <br />available. It was recommended to the committee that if they favor the increase, <br />it be made retroactive. <br />Mr. West also reported from his committee that they have made money availabie <br />to pay for sidewalks on Columbia and North Porter and legislation is before <br />Council tonight, <br />Mr, Caster, Chairman of the Public Service and Development Committee, reported <br />on their meeting on June 8th, They studied plans for the proposed access and <br />egress to the Zayre property from Brookpark, and the Committee recommends that <br />legislation be prepared to accept the preliminary plan to send to the State <br />pending the Engineer's checking of the plans for dimensions. <br />The Committee also reviewed a sample surface drainage ordinance, and the <br />Committee and the Engineer both made recommendations, The Engineer is working <br />on a rough draft for Council and the Law Director, <br />They also reviewed the proposed State Route 252, They recommend that either <br />legislation in the form of a resolution, or a recommendation from Council be <br />sent to the State that they go ahead with the plans. <br />- ?. <br />i
