Corrai be appoi,nted to fill the unexpired term of Donald Packe (32-31-70) on the Recreation Commission. Seconded by Mr< Eiano "Y'eas" Caster, Eian, Hodgins, Limpert, Prokasy, West. The Clerk was requested by M.r. Eian to read a pet.ition he had received re- cently. The petition was dated August 16th, and pertained to the public walking access to Great Northern Shoppeng Center from Leender Rd. Mrs. Hodgins also submitted a petition for the Clerk to read regarding a request for street light- on F)eharty9 somewhere in vicinity of 4721 and 4836. Mr. Earl Timothy9 29863 BrQxbourne, spoke regarding wording "Guilford Rd. should not be abandoned," in the Ju]y 2, 1968 minutes of Council. He emphasized that this word "abandoned" should not be used in connection with Guilford Road because it dmplaes that it should be abandoned. He said that of course there always wal? be people who do not want improve- !c*-me_nt_s_Ar He has a petit'?on requesteng improvements but first has questions to ask. He has been guestioned about nonmsigners of such a petition. Will they pay their share? L.aw Director Kitchen said non-signers cannot be assessed for than one-thrs-d of the lo'L's valueo Mra T'smothy asked what the City would do to help pet.itionerso A dascussion followed on value of improved lots, also that =_ogners of petition (60%) will have to pay for full assessment, whereas non-segners will arly have to pay one-third> Mr. Kitchen again stated that the assessment cannot be over one-third of value of lot aftEr it has been improveda Mro Timothy requested then that the minutes of this meetsnq s!how that he had protested the word "abandoned," and hopes that the City can do something for them, Mr. Robert L. Williamsj 537$ Columboa Rdo, spoke about problems with ditches in vicinitya At all times, rawn or not, the ditches are covered with a stag- nant, green skum, coming from 5ome other source. He feels that the installa- tion of ditches have depleted vaiue of his home, besides being a hazard in this section. The shoulder es narr°ow. Rie thinks that a permanent improve- ment should be made rather than open ditcheso Discussion ensued on perman- ent storm sewers and the geraerai feeling of the administration of the City is that this would be prohQbitive ^n price at this time, with all the other improvements being madeo Ftro Limpert said he had discussed the storm sewer si tuation wi th Actsng Gi ty Eng+neer Karhan and that for iCennedy Ridge and The Mayor had stated at the July 2, 1968 meeting that the City was not planning to abandon Guilford Road.
