Council Minutes - July 16, 1968 Page 2 <br />Mr. West, Chairman of the Finance Commtittee reported on their meeting of <br />July lst and July llth at which they discussed the 1969 bu4get and the <br />balance of appropriations. A meeting was also held July 12 with comnittees <br />from the police and firemen, and the Transportation Committee. It was <br />agreed that the Fire Department would be increased by three men, the <br />Police Department by two men, and pay in both departments would be <br />increased by $500 across the board, which brings their pay nearer to <br />what is being paid in surrounding cities. Legislation is being presented <br />for these changes. Although our pay scale is still lower than the other <br />cities, the police and fireatan understand our financial position. The <br />Committee has agreed as of July 1, 1969 they will increase their salaries <br />by $450, which would bring them into line with other cities. <br />The Finance Committee will study the ordinance providing for overtime <br />pay, as to what happens when a policeman or fireman dies, who would be <br />entitled to his overtime pay. The provisions in the present ordinance <br />need to be studied, and the Clerk of Council was asked to furnish copies <br />to the Chafrman. <br />The Finance Committee also studied the provisions for vacations for <br />city employees, and agree that the longevity provisions as to vacations <br />which do not now apply to Building and Bus Departments should be made <br />applicable to both. <br />The Finance Committee authorized entering into a contract to have the <br />Regional Planning Commission study our recreation facilities and mske <br />recommendations regarding the amount of land need, location of land for <br />recreation and landscape architects to lay out such areas. <br />Mr. Prokasy, Chairman, Public Parks, Property and Recreation, reported <br />on ajoint meeting with the Finance Committee and Recreation Commission. <br />The Recreation Commissioner requested the meeting to discuss their program <br />and progress - what they are doing, what they hope to do, and what their <br />financial status is. They would like to provide year-around recreation <br />for all citizens, but are limited by inadequate finances. They feel the <br />need of the entire one-half mill levy for operational purposes, rather <br />than use 10% for improvements. They recommended site improvements in <br />various area4,at a cost of $100,000 for improving existing sites, and <br />another $100,000 for possible development of the landfill area. Unfor- <br />tunately Council does not have this type of money available, but perhaps <br />at some future date capital improvement program monies could be given. <br />The Commission also recommended that the City proceed with the possible <br />acquisition of Spring Vale. They suggested appointment of a Citizens' <br />Committee to assist in the development of this proposed area. <br />Mr. Ed Geschke, 5770 Burns Road, presented a petition signed by citizens <br />involved in the proposed assessment for the paving of Midvale, Decker <br />and Southern. He also requested that a special meeting be set up for <br />the Municipal Development Committee of Council, the people of the area <br />and their legal counsel. Mr. Caster announced a meeting on July 23, 1968 <br />at 8:00 P.M. in the small meeting room, and asked his committee, the City <br />Engineer and other members of Council to attend for a discussion of the <br />assessment figures and the method of arriving at same. <br />
