Council meeting 7-2-6$ <br />Page 2 <br />Mr. Eian, Chairman of Satety, Health-and.Welfare Committee,_reported on their <br />meeting of June 20. In keeping.with..the.recommendation.of.the Safety-Service <br />Director that.Dover, Barton and BradYey.be.Yimited.to 6-ton truck limit, they <br />recommend this, except where trucks are making a delivery on the street. <br />The Cormnittee has reviewed_the_blasti$g..ordinance_which_is on second reading, <br />and asked the engineer to see what other data is available in handbook formo <br />Mr. West, Chairman of the Finance Committee, reported on their meeting of July <br />lst which was attended by memberg of.the administration and other councilmen. <br />The income tax.appears to be lower than.the estimate made two years ago, and <br />the report listing the taxpayers.who have filed returns and paid taxes will <br />not be available until September._ The Conimittee agreed.to authorize the borrow- <br />ing of $100,000, to carry the_City over, in view of the lack of local government <br />funds which are being held up by filing of a:-ourt.action„ The Committee will <br />ask for legislation authorizing.the Mayar to hire fiscal agents to appraise <br />property the City would like to use for recreation. <br />The.Finance Committee.will ask for Iegislation.setting,forth.the Council's opposi- <br />tion_to the Muskie bill now_before.Congress,.which.would chauge_the tax-exempt <br />status of municipal bonds.LegislatiQn is a1sU to be requested setting up a$50 <br />cash fund for the Detective Bureau. <br />Mr. Prokasy, Chairman of the Design and Piatting Committee reported that they <br />are.continuing.68-100 in committee_for.furLher studg. They would.like to see <br />the proposed form of conditionaY occupancy germit when it is available. <br />They have agreed to a request from the.Engineer that Sandy.Ridge.4k3 CEI lines <br />be moved from the front.to.the rear of_the YoLS. With regard to a request <br />from the Mayor for aetion in the matter.of_Cottonwood.Trail_access, the <br />Committee is of the opinion that city_funds.are_needed_in.ather_areas more <br />than for roads in this subdivis3on, and the streets have other aceess and <br />can be tied infiv the street system at the westerly endo <br />Legislation will be requested approving the Emma Limpert three-lot subdivision, <br />for record purposes onlyo <br />The Committee is agreeable to the possibYe hiring of planning technician in <br />September of 1969 under the Aims Jobs Committee, provided funds are available <br />at that timeo <br />Mr, Earl Timothy, 29863 Broxbourne, spoke.at some Yength about his feeling that <br />Guilford Road should not be abandoned9 but should be given minimal attention <br />as far as weed cutting and surface treatment, A letter from the Mayor to Mra <br />Timothy was read suggesting that Mr, Timothy have the property owners on the <br />road petition for imgrovements; otherwise trne Mayor was of the opinion that <br />city money should not be spent on it. <br />Mra Tom Tyler, 5844 Decker asked why when 99? of the city of macadam, they are <br />faced with an assessment for concrete paving9 sidewalks and curbs, particularly <br />when the street wiYY be used to facilitate school buses going to the high school.
