Public Hearing 4-27-70 <br />Page -9- <br />Mr. Murray, 6818 Charles, stated he feels Council should have another Public <br />Hearing and make certain everyone gets notice. <br />Mr. Kurt Richards, 5176,West Park, spoke in favor of Ordinance. He said he <br />was discouraged by what he had heard here; felt this would be a usable road <br />relieving traffic of critical intersection and would solve problem. We had <br />not had a usable road in North Olmsted for 30 years; traffic density is <br />enormously greater because of so many new subdivisions; feels we have to move <br />forward. <br />At this point Mr. Richards was asked by members in audience if he worked for <br />the Planning Commission to which he replied yes. <br />Mr. D. Ernest, Lorain Road, said traffic will be increased by this rezoning; <br />referred to Comprehensive Plan and asked how Council and Planning Commission <br />can rationalize rezoning 24 more acres for Retail Business General. President <br />0'Neill asked if Council has proposed this, to which Mr. Ernest replied that <br />the Ordinance suggests it. President 0'Neill replied that Council has been <br />approached by property owners for rezoning and this is the reason for Public <br />Hearing. If objections are strong enough and Council is in favor of defeating <br />the Ordinance, then what Mr. Ernest is questioning just doesn't make sense. <br />Mr. Ernest asked President 0'Neill if he were trying to influence the Council <br />by the last remark. President 0'Neill replied he is not trying to influence <br />Council one way or another, and that he and Mr. Ernest have done business before <br />to realize that. <br />Mrs. Perry, Ashbury Park, asked Mayor Christman if developers were not putting <br />in this road would he be out trying to talk the taxpayers into building road <br />right now. <br />Mayor Christman answered no but he would be over at the State Highway as he <br />has been. Because of imminence of I 80 this has been delayed. The State Highway <br />Department still feels that sometime in the future there will be a road connecting <br />Brookpark & Lorain with Center Ridge and Mill right by the County Line. Mayor <br />Christman said our tax money is nil and has tried to talk the State into doing it <br />before. Mr. West also stated if we go as far as Dover we would have a much better <br />chance of getting the State to go ahead and finish at their expense. <br />Mr. Stropko asked how a 50 ft. buffer zone under General Retail Business would <br />prevent admission of cinders, dirt, noise, etc. Asked for another public hearing <br />feels some people did not know of this. <br />Mr. Kitchen stated the Charter reads that people within 500 ft. will be notified <br />by first class mail 10 days prior to Public Hearing as owner of record. If letters <br />were mailed out to owner of record prior to Public Hearing another one is unnecessary. <br />Mr. West stated we owe it to everyone to go through list and if the four people <br />were the only ones who did not receive notice, they are here and know about it, <br />and that should take care of it. <br />Mr. J. Simmons, 29603 Lorain, asked why the City was not notified on this as they <br />were when rezoning of Lorain came up. He said he called Clerk and asked for notice, <br />which he received. He feels the whole City is affected by this. Mr. West stated <br />what the Charter calls for, also said the Plain Dealer, Westlife, Sun Herald ran <br />articles on this Hearing. Feels it was widely publicized. <br />At this time President 0'Neill stated enough objections have been heard on Ordinance <br />69-220 and asked if anyone in audience is in favor of this Ordinance. <br />
