<br />Ordinance No. 68-109, effective June 18, 1968, and entitled "Ordinance
<br />authorizing the Mayor to direct consulting engineers, F].oyd G. Browne
<br />and Associates, Ltda, to prepare detailed drawings, specifications and
<br />furnish engineering services for expansion of the C3ty's Wastewater Treat-
