t : <br />Council minutes - July 15, 1969 <br />Page` 3 ; <br />rezoning on Stearns. It was explained that this was in line with the Regional <br />Planning Commissions`s recommendation for grouping of commercial in ceztain <br />areas along Lorain, Stearns is proposed to be extended to connect I-90 and I-80 <br />and was a logieal area for business expansion. <br />Mrso,Pat Gollins, 24215 Woodmere, reported on flooding during recent rains, <br />and,_Vequested that Woodmere be scheduled for smoke tests of their sewer system <br />Mr. .,$aymond Karabtnis, 4043 Walter Road, asked what teeth there were in the <br />legiSlation which would force the correction of problems uncovered by the smoke <br />tests. <br />Mre_ Karl Kelsik, 29510 Lorain, asked why Elmhurst to Barton is the only 5ection <br />on Lorain being rezoned. It was pointed but that there are other sections being <br />considered for change, <br />Mrs. Paul Buckland, 29895-Lorain Road,'asked about lots of less than the proposed <br />minimum size. It was pointed out that_a lot of less than 150 feet frontage in <br />single ownership could be built on, but that any property over 150 foot front <br />could not be divided unless each piece would be 150 feet or more, <br />Mr. Paul Buckland, 29895 Lorain, stated he understood some of the councilmen <br />would abstain from voting on the zoning issued, and he questioned who would then <br />represent the residents from that councilman's areaA MrP Kitchen advised they <br />? are still represented by councilmen-at-large. <br />Mr. John F'riedrich, 24236 Rosita, stated he felt they had no storm sewers and <br />were paying for something they didn't have. <br />Mrs, Marge Kelsik, 29510 Lorain, asked who requested the zoning change on Lorrain, <br />Mr< Vito Piceione, 29473 Lorain, stated he was opposed to rezoning, feeling thac <br />apartments and spot zoning will really overload the sanitary sewer system. <br />Mr, Emil V1ad, Zeader Building, Cleveland, expressed his hope that all members of <br />Council would make a decision at the public hearing as to whether rezoning is <br />proper, He questioned the effect of SEc, 1174,07 regarding existing properties <br />having a minimum frontage of less than 150 feet and less than 25,000 square faot <br />arear Mr, Prokasy referred him to Sece 1233 of the existing Zoning Ordinance, <br />which covers non-conforming use of lande <br />Mrs. Frances Shade, 29581 Lorain Road, questioned what amounts had been paid to <br />Regional Planning Commission. It was explained that the two-year study which <br />resulted in the comprehensive plan was $25,000, of which $8,000 was paid by the <br />City and the remainder by federal funds. Another $5,000 was been paid to Regional <br />Planning for their help in the preparation of legislation in connection with <br />their suggestions.
