Council minutes - July 15, 1969 Page 4 <br />Mr. Case, Rosita Lane, asked about the power failure and whether it was due <br />to old transformers, Mayor Christman explained that the principal cause was <br />4D a tree which went down across Dover Road in Westlake, <br />Mrs. Jane Lehr, 24156 Rosita, complained about flooding. <br />Mr. William Schabel, 29341 Lorain, voiced his opposition to the proposed <br />rezoning, <br />Mrm Delmar Ernest, 30106 Lorain dtated his opposition to fihe rezoning, and <br />that he believed there were sufficient examples of discrimination that a <br />case in court would be in favor of the property owner. <br />Unidentified woman asked why Council was voting money for recreation areas, <br />and not storm drainage? Mr. Prolcasy explained the Recreation Committee had <br />made a study of future needs for recreation and had recommended this legis- <br />lation. Council is not authorizing the spending of the money, but voting <br />to put the question to the voters for a decision, <br />Mr. John Kickel, 25209 Fawn Drive, addressed Council about flooding problems. <br />Mr. Don Gates, 4437 Silverdale, quoted figures which tie said indicate the <br />Sewage Treatment is constantly running over capacity. The Mayor stated the <br />State Department of Health is satisfied with our sewage treatment. He also <br />pointed out that expansion of the plant was planned-from the beginning, and <br />will soon be undertakenm <br />Mr. Gates also made a statement that he could not understand a statement made <br />that we want to reduce the area of commercial zoning in North Olmsteds He <br />asked how much land has been rezoned to commercial since 1962, and how many <br />property owners presently hold land in the Mixed Use District. <br />Mr. Karl Kelsik said he would like to see the names of the individual people <br />who are in favor of rezoning Lorain, since he felt a statement from a nf?ighbor- <br />hood association stating they were in favor of it did not truly reflect the <br />feeling of all the members of the association. <br />Resolution Non 69-140 was introduced by Mr. West. A Resolution adopting the <br />budget of the City of North Olmsted for the fiscal year beginning January 1, <br />1970 and submitting the same to the County Auditor and declaring an emergency. <br />Mr. West moved for suspension of the rules requiring three separate readings, <br />seconded by Mr, Limpert. Affirmative vote was Caster, Hodgins, Limpert, Prokasy, <br />West. Mr. West then moved for adoption, seconded by Mr. Limpert. Affirmative <br />vote was Caster, Hodgins, Limpert, Prokasy, West. <br />Ordinance Noo 69-141 was introduced by Mr. Caster. An Ordinance approving the <br />editing and inclusion of certain ordinances as parts of the various component <br />codes of the Codified Ordinances of Narth Olmsted, Ohioa Mr. Caster moved for <br />susp2nsion of the rules requiring three separate readings, seconded by Mr. <br />Prokasy. Affirmative vote was Caster, Hodgins, Limpert, Prokasy, West. Mr. <br />Caster then moved for adoption, seconded by Mr. Prokasy. Affirmative vote was <br />Caster, Hodgins, Limpert, Prokasy, West. <br />'wwvc?'
