Council Minutes of 12-15-70 <br />-4- <br />People addressing Councii+. Mr.. Richard Spaetk, 26873 Tudor Drive, <br />discussed various proposals up foi raaa?niisg; gave hie viewe on why <br />people become public servants. Fe.els the people want a community of <br />hames without apartments, cangesCion, etc. Read section put out by <br />League of Women Voters as to what are criteria o# good zaaing. Air. <br />Spaeth said he is askiag far consfderatiosi and appealing to Couacil <br />as the peaples' representativea to liaten to what the residents have <br />to say and not allaw rezoning to continue. <br />President Pro Tem Pxokasy stated the question that nags him and every <br />Council.man is "What do the Citizens want?" Does Mr. Spaeth want no <br />change of zoning anywhere in the City - that the City sha11 remain zoned <br />as it is? If the people are satisfied that theq do not want atty changes <br />of zoning map; of the Citq - does this mean they w311 live with zoning <br />that exists today on the maps and are satisfied with the waq the City <br />will develop without anq zoning changes? Will they be satisfied with <br />the development that will occur alaug Lorain Road the way it will occar <br />under present zoning? <br />Mr. Spaeth, Tudor Drive, discussed progress going fo??.,-ard;' taites excePtion <br />to the fact Council ie conteMlating the atudy of residential land to <br />commercial. Is not satisfied with the way it has been developing; <br />does not want to see conCinued rezoning; does not like the way Lorain <br />Rd. looks, etc. Feels Mr. West is for apartments for tax purposes, 3is- <br />cussed the need for apartments. <br />President Pro Tem discussed zoning - feels it is time for residents to <br />not only tell Council what theq do not want but, also, to te11 Caemcil <br />what they do want. It is time not only for critical judgemeAt on pro- <br />posals that are brought before Council but for positive thought by the <br />citizens of what they do want. Making flat statements will not solve <br />any problem. Discussed the right of property ownezs to make requests. <br />Mr. Spaeth, Tudor Drive, said he is a Trustee of West Park Forest Ridge <br />Civic Assn. and has talked to Park Ridge, Gaxden City, Bretton Ridge <br />aad others for this purpose. <br />Mayor Christman said it is time to bring to light that everyane here <br />is concemed about zoning on Lorain Rd and rezoning of areas. Diacussed <br />the fact that a year ago a land use plan was brought up which took 18 <br />months to develop. A great deal of work put in by Council, Plsaning <br />Commisaion and advice from pro€essional planners. This was voted down. <br />Shortlq after the plan was voted dawn it was recommettd,ed that a cit3zens <br />group be appofnted to work with Planning_Comm.i.ssion and Covncil to develop <br />an overall zoning plan for the City. Discussion continusd. Mayor Christman <br />felt there is no better time than nota before s rnne of the pending decisions <br />are made - questioned whether Council would want to move that fa9t. <br />Mr. West commented the Building, Zoning & Development Cotmnittee have <br />considered this - only point is to find out whether ttte peaple are <br />realiy interested. He asked Mr. Spaeth if he Taould be intexested in <br />serving on a Citiaen's Advieory Coiamittee. Such s gYOUp would have to <br />become familiar with zaning lawws, where we are right ncyw, what are the <br />legal rights of people, listen to what experts have to say and then
