Howard Childs, 5998 Columbia Rd., asked i£ ht understood correctly <br />that the ordinaace permitting C.E.I. to run high volt:ge lines will not be <br />on second reading tonight. <br />Mr. idest explained same will be on second reading so thst he can refer it <br />back to the Plannfng Commission for their review of the changee. When the <br />Planaing Commission resubmiCs it bsck to Council, it will again be a?n seccrad <br />reading. He further explsiaed thaC there are ordiasnces on Che boaks which <br />h4ve had as many as seven ar eighC readings - so that the second resding is <br />merely a technfcal item. Discussion continued. <br />The queetiontwas raised by Mr. Grady as to whether theoretically this <br />ordi.nance could come back to Council on third reading providing the Planning <br />Commission did nat recammend the praposed changes. <br />The Law Mrector advised that it was theoretical2y poseible that if the <br />Plan,nin$ Commission did not agree with the pragosed amendment and Council <br />then wert along With the recommendstion of Planning Commiasiap, it could be <br />ott third reading. He reminded Mr. Gradq that Planning Ccmaisaion only xefers <br />to Council for Council'e. approval. Council is the final bodq to act on this <br />piece of legislatioa and can by a 2/3 vote override the reccusendat3ons of <br />Plaaning Comnission. <br />Mr. J. Howard Childs, 5998 Calumbia Rd. gave several reasone wtiq he wauted <br />the second reading of Che ordinance deferred; securitq of knowiag that it <br />hasn't been through second reading and, therefore, certain of getting plenty <br />of notice of final vote, etc. Wants six weeks' notice as to propoeal. <br />Mr. West explained procadure of Council. Feels it will take at leaet six <br />weeks or more before sny actian can be taken at?d by doing it th3s way, Mr. <br />Childs wili have the opgortunity to appear before the Planning Commission <br />and express his views. <br />Mr. Childs discussed the deferring of the second reading of the ordinance <br />and submitting same to Plataning Coa?nissian. <br />Procedure of Council and Rules of Council were discussed at length, by Law <br />Director Kitchen, President 0'Aieill and Mr. West. <br />Mr. Gradp said he will malce a moticra at the time this ordinat?ce camee up <br />in order of business, thst Council refer the matter to the Planning Commis- <br />sion prior to second reading. <br />Mr. Childs, 5998 Columbia Road, asked if C.E.I. is making serious detailed <br />studies of alternate schemes such as going undergrouad or motring propvsed <br />substat3dn so that they caa come through Narth 03msted with law voltage <br />lines iastead of high voltage? <br />Mr. West answered that insofar as uzfderground C.E.I. is not making a studq
