Council Minutes of 10-3-72 <br />-4- <br />part{cipatian by any groups or individuals having an interest in zoni-r~g or <br />development of land in City. The first meeting will be held on Octobe- ].2, <br />1972, $:00 P.M., City Ha21. A requirement is that a total of 22 meetings <br />be held by the Citizens Com~sittee, Pttanpting Commission and Co~cil, Host <br />of which Will be held by tl~e Citisens Coasaittee. Hotie+e will appear in <br />the newspaper announcing dattes of meetings, but generally they Will be held <br />on Thursday. Will request that the ordinance pertaining to Secretary of <br />Commissions in the City be changed to allow for the Secretary to perform <br />the same function for the Citizens Committee on Land Dse during the meetings <br />for the 701 Grant. <br />Long Range Planning Committee: Mx. t~Jeat referred to letter sent to the <br />County Commissioners asking where they stood with regard to solid waste <br />disposal. He is in receipt of repay from the Commissioners stating that <br />in December the Board accepted a grant from the Federal Government to study <br />solid waste disposal prnblams San the County. They have a Tank Force Mich <br />was appointed by the Board to oversee the project and matte recoaosendations <br />to the consultants. Task Force meets every Tuesday at 10:00 a.m. in the <br />Commissioners' Chan~srs. Rope to have early in October soe~e greliminary <br />conclusions and alternatives and gill send a copy of their preliminary report. <br />Mr. West feels Council shawld, wham the preliminary report is received, give <br />the Corsaissioners any c is thery may have based on exptritmce of msny <br />consultants sand studies the City has looked into, with the hogs of speedingiup <br />the project. <br />Mr. Prokasy, Chairman Streets & Drainage Committee, and Recreation., Public <br />Parks & Building Committee reported the following: Streets & Drainage <br />Committee met with Mr. K11 caacerning proposal he had far extending <br />Elm Rd. Ile met with this Committee because of the question of haw and by <br />whom the road should be paved. It is an area where Elm Rd. is a paper street <br />at that point as it extends out to Clague - it is not paved. It will be re- <br />routed because of 1480. Engineer has checked the situation and ford that <br />Mr. Rlingman's maps do not have the most up-to-date revisions of 1480, and <br />that there were no agreements for the City to do paving. The Engineer is <br />sending a letter to Mr. Rlingman advising him that if he has a proposal made <br />he should present it to the Plasming Commission. If he wants paving in there, <br />he should get the proper petitions from the property owners to achieve the <br />paving. <br />2) Lessner Rd.. area -approval of the Pinance Committee and the Streets ~ <br />Drainage Committee of installation of an 18" pipe to relieve f loodis~g prob- <br />lem between Lessner and Lorain Rd. Commmittee originally met with r~idants <br />and discussed a possible retention basin. Engineering Department comp]aeted <br />the plan and has given this Cc~aamittee a proposal. However, the Service <br />Mrector and $agineer fait that possibly the 18" line being proposed in <br />addition might solve the problem without going to a retention basin, A <br />retention basin would be a geod deal moxe expensive so this Committee will <br />hold back on further diseussio~- of a retention basin in that area until such <br />time as they find out hoW the additional sewer line will operate. <br />3) Steets & Drainage Committee hoe sent a letter to moat of tie tivic <br />organizations, homeowners so¢iati~ts in the City offering to air before <br />any of their meetings to discuss flue proposal on tie five mill sto~te drainage <br />levy on the ballot in E er. If an}r other groups are interested heaxng <br />what the proposal is and cthy, Committee will make arrangements for an appear- <br />ance. <br />
