Council Minutes cf 9-19-72 -4- <br />9) The Bus Line needs to be expanded and modernized and all efforts should <br />be made to obtain federal and/or state money. <br />10) Consideration should be given to a possible change in the form of City <br />Government from the present Mayor -City Council to a City Manager with a <br />part time Mayor and the present Council setup. <br />11) The type of buildings to b+s allowed in Forth Olmsted should be made a <br />part of the 701 Grant Study and the B.Z. & D. Committee will make certain <br />this is done. <br />12) Housing for Senior Citizens should also be $ part of the overall zoning <br />and design of the City. B.Z & D. Coeseittee will see that it is included in <br />the 701 Grant. <br />Mr. Prokasy, Chairman Steets & Drainage Committee, aad Recreation, Public <br />Parks b Building Com®ittee, reported the Streets & Drainage Committee me <br />on September 12, 1972; in attandeace were Committee members, Service <br />Director Caster, Public Works Commissioner Weldon and the giaeerng Dept. <br />The Service Dept. is now checking a pcmding problem in the Ambour Drive area. <br />There has been a rec ation made by P~lic Works Commissioner Weldon <br />concerning new drainage lines in the Gessner Rd. area -between Gass~ar and <br />Lorain. This is being subetitted to the Engineering Degt. for their design <br />standards with the hope that it will relieve some of the problem in that <br />area. Committee also met with Mr. Klingman concerning his desire to extend <br />Elm Road. Engineering Dept. is studying this now to see if the plan pro- <br />posed by Mr. Klingman does meet the latest current plans an 180 from the <br />State. <br />People addressing Council: <br />Mr. James Cleary,, 4645 Williamstown Drive, asked Mr. West if he has heard <br />from Gold Circle Store as to acceptance or refection of arborvitae plan <br />in buffer cone. Mr. West read letter he received from Mr. Tully in connec- <br />tion with this and gave Mr. Cleary a copy of the letter. <br />LEGISLATION: <br />Resolution No. 72-99 introduced by Mr. West was given its third reading. <br />A Resolution accepting for record purposes only the Froehlich S~xbdvision. <br />Mr. West moved for adoption of Resolution, seconded by Mr. Glasser. Affir- <br />mative vote: Boehmer, Giesssr, Lampert, Prokasq, Beringer, Speedling, West. <br />Resolution adopted. <br />Resolution No. 72-112 introduced by Mr. Giesssr was given its third reading. <br />A Resolution opposing the rate increase raquestad by the East Rio Gas <br />Company. Mr. Giesssr moved far adoption of Resolution, seeded by Mr. <br />Speedling. Affirmative vote: Boehmer, Giessen, Limgert, Prokasq, Saringer, <br />Speedling, West. Resolution adopted. <br />Ordinance No. 72-132 introduced by Mr. Lampert was given its third reeding. <br />An Ordinance establishing an Organistational Chart for the Wastewater Treat- <br />ment Facilities, Collection System and Lift Stations, a section of the <br />Public Works Division of the City of Nortfi Olr tad, setting forth the <br />personnel needed and establishing the r ration for all eao~-layeea of <br />said Division and repaaliag the ~plicable sectiaxee of Ordinance No. 72-87 <br />enacted June 6, 1972, and declaring an emergency.
