Council Minutes of 4-3-73 <br />-3-- <br />7) Mayor's veto of Ordinance Wo. 73-23 because of technicality on wording which <br />was incorrect: <br />Mr. West moved that Council sustain the veto of Ordinance No. 73-Z3, seconded <br />by Mr. Boehaier. Affirmative vote: Boehmer, Giesser, Lampert, Prokasy, Saringer, <br />Speedliag, West. Nation carried. <br />Mr. Prokasy, Chairman Streets 6 Drainage Committee and Recreation, Public Parks <br />~ Building Cos~ittee reported following: <br />Streets ~ Drainage Cooa~snittee met and two primary subjects for discussion were <br />street resurfacing piogrsm for 1973 and sidewalk installations. 'ihe streets <br />proposed to be resurfaced in 1973 in ordex of priority are 1) South Clague - <br />south of Lorain Rd.; (Z) Burns Road; (3) South Canterbury -area that ruts off <br />Butternut Ridge; (k) West 230 St., West 23Z St. and Mildred Ave. -all south of <br />Lorain Rd. (5) Shoxt Coe Ave. -section of Coe Ave. off of Elm Rd. <br />2) In checking current statue of drainage conditions that have been worked on <br />recentlq: 1) Gessner Rd. project - reditching in that area has been completed <br />and apparently effectively relieves some of the flooding conditions in the area <br />east of Halter Rd.; <br />2) Burns Rd. -what is known as Glendenning ditch in that area needs to be <br />relocated. Some acquisition of property is needed and Engineering Dept. and <br />Law Dept. are worlcfng on this ; <br />3) Dawn Drive project -Service Director reports the culvert pipe for this has <br />been ordered and will proceed on this after material is received; <br />4) Drainage areas on Lorain Rd. -some of theca have beco0ae problems. Efae <br />area particularlp between Canterbury and western end of Great Northern Shopping Ctr. <br />north side of Lorain Rd. Development going on in this area which includes <br />Gold Circle development w111 pick up one of the areas that have ponding water <br />at the intersection of Lorain Rd. and what is now known as Spat'ky Lane. Catch <br />basins are in stock and should be installed in other areas on Lorain Rd. between <br />this entrance and Canterbury Rd. to relieve flooding or ponding problems. <br />Regarding sidewalks: City set forth a program several years ago to accomplish <br />at least a sidewalk on one side of every street in the City by 1973. Hope to <br />be able to complete this project on schedule. Streets definitely proposed at <br />this time for sidewalks are: Piartin, Lansing, Gardenia, Gladland, South Canter- <br />bury and Dover. Areas of Silverdale, Selhurst and Mi11 Rd. -engineering plans <br />still must be drawn. Also looking at the area of what is known as Garden City <br />and plans for this area have to be drawn. <br />As Chairman of Recreation, Public Parks & Building Committee, Mr. Prokasy <br />reported that some controversy has developed within the last week over the <br />scheduling by Recreation Commission and Recreation Director concerning locations <br />of different baseball leagues. It seems there was a letter and petition circu- <br />lated which referred to the Cub Scout League which involves approximately 708 <br />boys in age bracket of 7 to 9 yrs. Letter stated Recreation Director had told <br />them they old not be able to use North Olmsted Park to play ball in; there <br />was no: alternative to North Olmsted Park; a threat that money would be with- <br />drawn from support of the Cub Scout League; com~+laining about it would not do <br />any good. Mr. Prokasy talked to Chairman of Recreation Cc~ni.s:ion, Director <br />and Assistant Director and the facts are as follows: Cub Scouts have used <br />
