Council hl:i.;~utes of 12-3-•74 _3- <br />satisfied at that time that we were getting the service that was needed. Will <br />introduce legislation tonight and place it on first reading. At next Council <br />Meeting will request suspension of rule requiring three separate readings, because <br />it was requested by the County that they must have the contract by December 31st <br />so they wi12 have time to send it to Colu~-us and proceed further; <br />2) scheduled a Finance Committee Meeting following Mr. West's Transportation <br />Committee Meeting on December 5, 1974, City Hall. <br />Mr. Wilamosky, Chairman Intro Gover~ntal Relations & Legislation Committee, <br />reported Committee. discussed the text of a resolution urging the Cuyahoga County <br />Mayors and City Managers Association to establish a permanent and on-going review <br />committee to study proposed increases in utility rates and to taalce available a <br />written repoa:t containing the pros at:d cons of the utility rate increase request. <br />It was the opinion of the Committee that a resolution be drafted and legislation <br />has been requested; <br />2) Committee reviewed Ord. No. 66-121 and subsequent ordinances 67-92, 67-134, <br />and 67-255 - which provides for proper grading of land and furths' provides for <br />drainage of surface water. The Engineer has advised Committee that the $300. <br />which is required as a deposit per lot to insure drainage ie correct. It has <br />been the policy of the Engineering Dept. to use as much of the $30C. deposit as <br />necessary to correct any improper grading by builders or dsvelapers. the ~igineer <br />has recommended that the suss of $3tt4. be incre8aed to $500. and Committee concurs; <br />and 2egislatian has been requested; <br />3} Committee also recoads in further legislation which deals with the acceptance <br />of subdiv3.sions far recording purposes only the following terminology be included: <br />"That the Council intends to accept a subdivision for dedication as soon as the <br />City Engineer certifies that all improveabnta have been satisfactorily completed <br />and conf©rms with the iaq?rovs~nta plena reviewed and approved by the Platming <br />Commission sad by this Council"; <br />4) scheduled a Legislation Committee Meeting on December 30, 1974, 8:00 P.M., <br />City Hall, to review possible conflicts with City Charter and Rules of Council; <br />will also discuss with Mrs. Sharpe per her request to review Zoning Code. <br /> <br />Mr. West, Chairman Transportation Committee, reported Committee will meet on <br />December 5th to discuss the bus line; then will also have a meeting on Dec-er <br />9th to discuss the bus Line with representatives of the Council of Fairview Park; <br />both meetings are to be at 7:30 P.M., City Hall; <br />2) would like to report that we are continuing our efforts oa Dover Center Rd. <br />and a Left turn lane. Met with a re^Qresentative of the County to see what support <br />we might get there; and was also informed that ~tOACA had a program which the left <br />turn leas might fit into very well. City Engineer met with NOACA people and they <br />seem to be receptive to making this sort of provision. They set up a procedure <br />whexebq we can submit our proposal to them to see if it will get their authorisation <br />and support and we will do this. <br />People addressing Council: <br />Barbara Hess, 4506 Ashbury Park, addressed Council regarding nuaaber of copies <br />of legislation available at Council I+~aetinga; also discussed with Council at <br />length the Brookpark Relocation and Brookpark Extension. Discussion continued. <br />iir. Robezt Bechtel, Kew Drive, addressed Council relative Co the Comprehensive <br />Place and Map. Also asked if the reawval of the traffic Iight at side street <br />angling out on Lorain Rd. Haar St. Richards is a permanent thing. Mr. Wilamosky <br />stated it was his understanding the satgna3 was removed due to a contract agreement <br />with the County on the signalization of Lorain Rd.
