Council Minutes of 11-6-74 -4- <br />Mrs. Sharpe, Chairman Public Safety, Health ~ Welfare Go®mittee, reported Committee <br />reviewed application far a D-S to Mr. Jataes Voik, 25730 Lorain Rd. and Gommi.ttee <br />is objecting to this application as property listed is a private residence; <br />2) received letter from Building Cone~issioner Gustily regarding damolitic~n of an <br />unsafe structure at 4324 Root &1. a~i will request legislation for same; <br />3) have received numerous complaints Erse the Pfa~e School area h rs re- <br />garding the woods near Pane 81 wirer+e juveniles and ruse-asetys congregate. <br />Would Tike to know if this area is pstrolled regularly by our Police; and if <br />not requests our Safety Director to proceed with request that this area be <br />patrolled and report back to Mrs. S~sspe; <br />4) scheduled a Public Safety, Health b Welfare Committee meeting on 1~lovember 12, <br />1974, 8:00 P.M., City Ball. <br />Mr. West, Chairman Transportation Committme, reported Com-Qitt+ee met on November <br />4, 1974, and discussed following: 1) final application on federal grant and as <br />Mayor reported, the Service Director and Superintendent of Bvs Lta~ are in <br />Washington with our final request for federal grant -hopefully we can speed <br />this along; <br />2) recoamuendation for a flasher school light at corner of Maple Rime and Glague <br />Rd. and found out that this was not legal as school lights can only be located <br />at the property line of the school and this is not at that location; <br />3) met with 11 residents from Marion Rd. to discuss the "T" stop sign and <br />reached agreement with residents. Legislation is on agenda that we will try <br />a stop sign there for 90 days and evaluate its effectives-ess and meat again <br />with the residents and Safety Department to find out what should be done an a <br />permanent basis; <br />4) in a preliminary way reviewed a proposed change in the traffic in a~ttd out of <br />the Shopping Center on Lorain Rd. which lutd been drawn up by the Safety Department <br />in conjunction With consulta~tt, Mr. Jackayta. Still review this in further detail <br />after we have report from the Shopping Center Engineer on some of the questions <br />that were raised as a result of this; <br />5)possibility of a left turn lame at Dover Center and Brookpark Ext. as proposed <br />by the Safety Department. Rave asked the Service Director to have the Sagineering <br />Dept. draw up a proposal. Although it Would not be the final answer it would <br />alleviate some of the traffic back-up that we have there naW. <br />Mrs. Saringer moved to amend Ord. No. 74-147 by substituting Section 6 with <br />following language. That this ordinance is hereby declared to be an e~xgency <br />measure necessary for„the preservation of the public health, safety and welfare <br />and for the further reasons that it is imsediately necessary to protect rtslden- <br />tial dwe121ngs in flood prong areas prior to the season that fleoding is most <br />likely to occur." Motion seconded by Mr. Lampert. Affirmative vote: Giesser, <br />Goggin, Lampert, Saringer, Sharpe, Weat, Wilamosky. Motion carried. <br />President O'Neill referred following itees to Mr. Wilamosky, Chairman Intra- <br />Governmental Relations & Legislation Committee: 1) letter from City ~gineer <br />Childs requesting Council review Ord. No. 66-121 for a proposed ~endm~rt as <br />he suggests; 2) letter from City of Rocky River asking Council to consider an <br />ordinance that was passed in that City on October 28th, copy attached to letter. <br />People addressing Council: <br />Mr. McArthur, 26101 Country Club Blvd. addressed Council regarding discussion <br />of leaf pickup. Feels priority should be more safety forces. <br /> <br />
