Council Minutes of 9-3-74 <br />-4- <br />for bids for the construction of the Rec Complex. The Special Meetings were <br />held the last two weeks of August and there were a number of discussions in <br />relationship to financing. The architect, Mr. Koster, and Aausser & Heintel, <br />CPAs doing the feasibility study have just tonight submitted to Council the <br />revised analysis of the proposed feasibility study of the rec c~plax. Will <br />ar~view figures and proceed ahead on cc~lex and decisions on same. <br />Mr. Lippert, Chairman Finance Coas~Lttae, reported Committee held meeting on <br />August 1, 1974. Mr. Liffipert becawe of aa~ essergencp was unable to attend but <br />Mr. West passed on to Air. Lis~ert the items that were discussed: <br />1) participating in the Cher of Coerce ~ursasne that goes out to new <br />reside~ta and businessmen ~ far as putting information pertaia#ag to the Gity. <br />Will participate in same awl will coataet Law Director for nee~ssary legislation; <br />2) provisions for sick 1:eave left over trben people retire - dun to new state law <br />it will necessitate a new arc~insnce -will discuss this with Lsw Director; <br />3) leaf pick-up ~-d propoarai a by Mrs. Saringer as far as h.ng v+sc-all system. <br />This would necessitate neRr eoquipmeett ss well as manpower. Dus to the financial <br />burden we do have at the present tiros aioel the fact that we have been able to take <br />care of the leaves under our pra~+nt system; it was decided for the present we <br />would continue with the sate procedure of leaf pickwp. This does not necessarily <br />mean the proposal will be side]3ned -will look into it further amd see if we can <br />set up the necessary monies in the future; <br />4) federal grant for buses was discwsed and legs lotion for sere is on a#anda; <br />5) re Fire and Police and constant request for personnel and equpoent in both <br />departments. It was proposed that we consider putting a millage on the ballot <br />and have the voters decide: this could be for additional police -also operating <br />costs and the possibility of another fire station located here at City Hall -this <br />will be discussed further. <br /> <br />Mr. Wila~roaky, Chaixmaa Intro Governmental Relations & Legislation Corrsattee, <br />reported there was a joint meeting of the Legislation and Safety Cammitte~es who <br />reviewed legislation which would amid tare Codified Ordinances by creating a new <br />chapter entitled "Early Warming Fire Detection Systems". It is the opinion of <br />both Comrti.tteea that the ordinance be adopted by Council, and Ord. No. 74-111 will <br />be introduced tonight; <br />Z) Other business before the Legislation Co+smi.ttee was the request by the Mayor <br />to resppoint Mr. Irwin Seidel to the Board of Building Code Appals. Mr. Seidel <br />resigned as a Member of the Board severral ~ronths ago and he sexrogd temporarilyaas <br />a re;istered professional esrgi~er in an advisory capacity to the City in the <br />abs ce of a full time registered processional engineer. Tare Committee recommends <br />approval of the appointment. <br />Mr. Wilamosky moved to approve the appoint~t of Mr. Irwin Seidel to the Board <br />of Building Code Appeals for the tear expiring 12/31/78, seconded by Mr. Goggin. <br />Affirmative vote: Gieaser, Goggin, Lim~ert, Saringer, Sharpe, West, Wilamosky. <br />Motion carried. <br />3) Committee rewieWed other retiuests by the Mayor for appointsienta to the <br />Advisory Board for Dept. of ~ta-urces and they are: Airs. Dorothy Gall; <br />Mr. Arthur Boessneck, Jr.; Mr. Jahn Bart; Air. Paul Wise; Rev. Mark Collier and <br />Mr. Charles Miner. <br />Mr. Wilamosky moved to approve the appointments so requested by the Mayor of <br />
